Description

The Building Inspector is responsible for providing inspections of new and existing buildings and structures for compliance with all building codes as adopted by Kittitas County. This position is also responsible for educating patrons in the knowledge of code requirements, ordinances, and policies to create better working relations and efficient building practices. This is a full-time, non-exempt, benefits-eligible, non-union position. 

This position is considered open until filled with a first review after 3/18/2025. Candidates should apply as soon as possible for optimal consideration.

Examples of Duties

Provide inspections of new and existing buildings and structures for compliance with all building codes as adopted by Kittitas County.

  • Direct persons involved with construction on procedures which satisfy any applicable code requirements.
  • Analyze all components of structures and their related systems for conflict with codes.
  • Approve successive phases of construction as required by State and County codes and ordinances.
  • Check to ensure safe condition and/or performance of structures and any related appurtenances.
  • Collect information and samples of materials for verification and identification purposes.
  • Compute load factors and system sizing.
  • Determine appropriate action to rectify problems or conditions.
  • Inspect methods and techniques of the construction industry.
 
Responsible for educating patrons in the knowledge of code requirements, ordinances, and policies to create optimal working relations and efficient building practices.
  • Advise patrons of code-related changes that directly affect their project.
  • Assist patrons through dissemination of materials designed to clarify requirements or procedures.
  • Converse with patrons regarding the possible use of alternate methods or materials as allowed by code.
  • Correspond with patrons to notify results of project progress and inspection results.
  • Interpret code language and requirements for patrons into easily understood lay terms.
  • Notify patrons of new information in the building trade that would be to their advantage to use.
  • Testify in courtroom proceedings as an expert witness to interpret code requirements and methodology.
 
Responsible for coordination of inspection schedules, review and maintenance of records, written correspondence with permit holders and vehicle maintenance and safety.
  • Schedule requested inspections in order to reach each job at their specified time.
  • Plan and prepare for situations that need to be resolved between the department and contractors.
  • Record inspections by using permit tracking software and noting all irregularities.
  • Write precise information in order to convey the problem and area it occurs in.
  • Correspond with permit holders regarding corrections and changes.
  • Maintain vehicles and radios in a clean and operational condition. Report any vehicle problems to the supervisor.
 
Responsible for maintaining and increasing technical education levels by attending courses and seminars.
  • Attend meetings and seminars on code and policy updates/changes.
  • Seek knowledge and clarification from architects, engineers and others.
  • Read and understand the International codes, the Washington State energy code, State and County zoning codes and ordinances, and other codes adopted by Kittitas County.
  • Compare code interpretations with other inspectors and management for clarity.
  • Review manufacturer’s literature to stay current with product changes.

Typical Qualifications

  • High School diploma or GED.
  • Obtain ICC certification as a residential building inspector within six (6) months of hire.
  • Two (2) years’ experience in construction or building inspection.
  • Valid Washington State Driver’s License.
  • A criminal history and background check will be performed on qualified applicants. Convictions may preclude candidates from employment in certain circumstances. Factors such as relativity to the position, age and time of the offense, seriousness and nature of the violation, and rehabilitation will be taken into account.

Required Knowledge/Skills/Abilities
LANGUAGE SKILLS:

  • Ability to read, analyze and interpret policies, codes, laws, and other trade publications.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, etc. in a professional manner.
  • Ability to demonstrate effective verbal and written communication skills.
MATHEMATICAL SKILLS:
  • Ability to calculate figures and amounts such as percentages, area, circumference, and volume.
OTHER:
  • Knowledge of current building codes and other legal requirements, including enforcement.
  • Extensive knowledge of building principles and practices, including the ability to educate members of the public.
  • Understanding of land use and development.
  • Ability to multi-task and remain organized.
  • Proficient with use of computers, programs, and applications including Microsoft Office Suite, permit tracking software and GIS applications; must be able to quickly become proficient in programs specific to the County and/or department.
  • Ability to review and process building permits.
  • Ability to compose documents clearly and convey technical information to lay persons.
  • Must be able to operate standard office equipment and safely operate a motor vehicle.
  • Must be able to establish and maintain effective working relationships.
  • Honesty, strong work ethic, and a desire to bring value to the organization.

Most permanent employees who at least 20 hours per week on a regular schedule are entitled to healthcare, retirement, and leave benefits, pro-rated to the scheduled hours of work.

Kittitas County offers access to a $12,000 basic life/accidental death and dismemberment insurance plan  as well as a base long term disability plan through Mutual of Omaha as part of the core benefits program.

Supplemental products are available for eligible employees who choose to purchase them through AFLAC, Allstate, Colonial, and Mutual of Omaha. These products include:

RETIREMENT BENEFITS
Most benefited employees are eligible to participate in the Public Employees' Retirement System (PERS) plan administered by the Department of Retirement Systems (DRS). Participation in the DRS retirement program is mandatory for all eligible employees. Both the employee and the County contribute to the plan at a rate set by the State legislature.

Employees who want to save additional dollars for retirement may do so voluntarily by participating in a choice of 457 deferred compensation plans. A 457 plan allows employees to defer funds through payroll deduction, up to a maximum amount set each year by the IRS.
