The Director of Campus Security is responsible for ensuring a safe and secure environment for students, faculty, staff, and visitors at Sampson Community College. This position provides direct security services and oversees a team of part-time off-duty law enforcement officers assigned to the College.

An employee in this class serves collaboratively with college administration, local law enforcement agencies, and the community to maintain a safe campus environment. The Director performs general duty law enforcement work to protect life and property at Sampson Community College. The Director will collaborate closely with the college administration to implement effective security strategies, manage emergency situations, and enforce campus safety policies and procedures. The Director is required to perform all of the essential job functions of a Police Officer Classification, performing a full range of general law enforcement duties. Work includes patrolling the school campus during an assigned shift in a police car, UTV, or on foot; preventing, detecting, and investigating disturbances and crime; performing traffic control work; apprehending suspects; and executing related assignments. If at any time the officer cannot, or is unable to, fulfill the specific duties of a School Resource Officer, the officer will be re-assigned as a Police Officer in the Operations Division if a position is available.

Examples of Duties

  • Campus Security Management
    • Oversee the safety and security of all campus facilities, buildings, and grounds.
    • Coordinate all security operations, ensuring a proactive approach to maintaining a safe environment.
    • Implement and supervise preventive measures to deter crime and ensure the safety of the campus community.
    • Perform routine and emergency security patrols of the campus, both in person and through the use of security systems.
    • Ensure security personnel are visible and accessible to students, staff, and visitors.
  • Supervision of Security Personnel
    • Supervise and manage part-time, off-duty officers assigned to security duties on campus.
    • Provide leadership, training, and direction to the security team to ensure compliance with procedures, policies, and safety regulations.
    • Develop work schedules, assign tasks, and evaluate security personnel performance.
    • Provide feedback and additional training as necessary to enhance the performance of security staff.
  • Emergency Response and Incident Management
    • Lead the response to emergency situations, including but not limited to fire drills, health and safety concerns, medical emergencies, and criminal activity.
    • Act as the primary point of contact for coordinating emergency response plans and managing crisis situations.
    • Document and report all incidents, accidents, or criminal activities according to college and police department protocols.
    • Liaise with local law enforcement, emergency medical services, and fire departments as needed.
  • Collaboration with College Administration
    • Work closely with the Vice President of Finance and Administration to develop, implement, and maintain security policies and procedures specific to campus needs.
    • Provide security input for campus development projects and safety initiatives.
    • Offer security assessments for special events and activities, advising on the level of security needed and ensuring event safety.
    • Collaborate with faculty, staff, and students to promote a culture of safety and awareness.
  • Campus Safety and Crime Prevention
    • Develop and execute crime prevention programs aimed at reducing theft, violence, and other security threats.
    • Lead educational efforts to raise awareness about campus safety, such as safety workshops, seminars, and communications about emergency protocols.
    • Provide recommendations for improving campus infrastructure, such as lighting, cameras, and emergency response systems.
  • Policy and Procedure Development
    • Assist in the formulation, updating, and enforcement of campus security policies, procedures, and safety protocols.
    • Ensure that all security operations are compliant with local, state, and federal laws.
    • Maintain policies that address current issues affecting campus security, including emergency preparedness, crime reporting, and student safety.
  • Reporting and Documentation
    • Maintain detailed and accurate logs of security activities, incidents, and reports.
    • Ensure timely and thorough reporting of incidents, including submitting formal reports to college administration, local law enforcement, or other necessary entities.
    • Maintain confidential records of student, staff, and faculty safety concerns as needed.
    • Maintain compliance with Clery Act reporting, Title IX requirements, and other relevant regulations.
    • Liaison with External Agencies
    • Serve as the college’s primary liaison with local law enforcement, fire departments, emergency medical services, and other community organizations related to public safety.
    • Establish and maintain relationships with community stakeholders to foster collaboration in security efforts and safety education.
    • Attend meetings with the Clinton Police Department and other relevant agencies to stay updated on emerging safety concerns.

  • Training and Professional Development
    • Ensure that all security personnel receive proper training in safety protocols, emergency response, conflict resolution, and customer service.
    • Stay current with law enforcement training, security technologies, and campus safety best practices.
    • Conduct regular training drills for security staff and the campus community on various emergency scenarios.
  • Public Relations and Safety Awareness
    • Promote a visible and approachable security presence on campus to foster positive relationships with the college community.
    • Serve as a resource for students, faculty, and staff on safety-related issues and concerns.
    • Assist in the promotion of campus safety programs and initiatives, communicating their importance to the broader college community.

Typical Qualifications

Physical Requirements

  • The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects.
  • The work may require specific physical characteristics and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity and walking.

Education and Experience

  • High School Diploma or its equivalent.
  • Possession of a valid North Carolina Driver’s License.
  • Certification by the North Carolina Criminal Justice Training and Standards Commission as a law enforcement officer.
  • School Resource Officer Certification or ability to complete within 12 months of employment.
  • Associate's degree in criminal justice, public safety, or a related field (preferred)
  • A minimum of 5 years of full-time experience as a sworn police officer. (preferred)
  • Extensive experience in law enforcement, security operations, or a related field.
  • Strong leadership, communication, and interpersonal skills.
  • Ability to assess and respond effectively to emergency situations.
  • Knowledge of campus safety protocols, crime prevention strategies, and risk management.
  • Ability to work collaboratively with college administration, faculty, students, and the community.

Special Requirements

  • Ability to adhere to a schedule as determined by the Chief of Police.
  • Ability to comply with certificate and training required by the North Carolina Administrative Code (12 NCAC 09B. 0313). School Resource Officer Certification
  • Employees may be called upon in case of a disaster, either natural or man-made, to serve the citizens of Clinton, and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.

Supplemental Information

Work Environment

The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and hazardous spills with fumes, oils, gases, or flammable liquids. Work as a law enforcement officer is also subject to the final standards of OSHA on blood borne pathogens. Use of safe work practices with equipment, avoidance of trips and falls, observance of fire regulations and traffic signals are required. The work environment involves extremely high risks with exposure to potentially life threatening (traffic, biological, chemical, fire, gun fire) situations or unusual environmental risk which require a full range of safety and other precautions, but in some cases, these precautions cannot prevent injury, illness, or possibly death. These risks occur on a more frequent basis. Employees will be required to wear appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield. Primarily stationed on campus with periodic patrols of college buildings and grounds. Availability for on-call emergency response and evening/weekend events as needed. May require standing and walking for extended periods, as well as responding to physically demanding situations.
