Job Summary

Under general direction, is responsible for managing operations and activities of the City’s Facilities Management Division, to include maintenance and repair of buildings, systems, and equipment; performs related duties as required. This position will have primary oversight of the City's new Civic Center. To learn more about this project, click here. This includes gathering first-hand knowledge from contractors, designers, architects, and systems specialists on operations of facility systems including HVAC, electric, and plumbing. This position will also supervise a team including Maintenance Workers and custodial staff.

Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($75,233.60 - $92,164.80). Candidates will start at the minimum of the range unless their skills, experience, education, or other factors exceed the qualifications for the position.

Essential Job Functions

  • Carries out supervisory/managerial responsibility in accordance with policies, bargaining unit agreements, procedures and applicable laws, including interviewing, hiring and training full-time and part-time staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; making pay recommendations; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems
  • Develops plans, policies, and procedures governing the overall operation of the Facilities Management Division,
  • Plans and implements a comprehensive building maintenance and continuous care plan, overall facilities management plan, and custodial care program
  • Manages and coordinates the daily operations of maintenance, cleaning, and repair of city facilities
  • Analyzes, evaluates, and monitors the efficiency and effectiveness of established operating procedures, and keeps the Division Administrator informed of all situations that could affect the accomplishments of division goals and objectives;
  • Assists in developing division annual budget.
  • Manages and oversees bidding, construction, inspection, problem resolution with contractors, project close out, and the completion/execution of facility records and inventory including maintaining as-built drawings and various records of facility improvements
  • Directs the work of maintenance and custodial workers engaged in activities such as painting buildings, making carpentry repairs, repairing plumbing fixtures and lines, installing glass, repairing electrical installations, pumps, motors, heating and air conditioning equipment, and custodial care of buildings
  • Inspects work in progress and completed work for conformance to established standards, specifications, and instructions
  • Directs the collection of data used in determining annual costs and budget projections of operations; monitors and controls expenditures to ensure expenditures do not exceed budget allocations Prepares a variety of reports, correspondence, specifications, contracts, and maintenance and repair records as needed
  • Works in coordination with the City’s Risk and Safety Administrator to ensure staff are always trained and working in a safe manner.
  • Works in coordination with the City’s Building Department to ensure all permitting, building and fire codes are being applied in an appropriate manner.

**Regular, predictable, and punctual attendance is required.

Minimum Qualifications

Minimum Qualifications: Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must be adaptable to a flexible work schedule and able to be in on-call status. A typical way to qualify is: Three to five years of progressively responsible related experience, including some experience in a supervisory capacity, or any equivalent combination of education and experience.

Licensure or Certification Requirements: Current and valid Ohio driver’s license with an acceptable driver’s abstract in order to meet criteria for insurability established by the City of Gahanna.

Important Job Functions

  • Prepares complex, routine, and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports.
  • Assists other divisions and departments, as needed.
  • Updates asset management programs as directed.
  • Conducts emergency planning by performing scenarios to prepare staff for potential emergencies.
  • Reviews design drawings, maps, manuals, and other technical materials required to oversee projects and perform work assignments.
  • May serve as backup for other positions within the Department.
  • Performs other related duties as assigned.

Working Conditions:

  • Work is performed in a normal office environment and in the field exposing the employee to various outside atmospheric conditions and occasionally to conditions such as fumes, dusts, and poor ventilation that affect the respiratory system, eyes or the skin; possible bodily injury from moving mechanical parts of equipment, tools or machinery, or electrical shock.
  • Working time may require irregular hours, and/or on-call status.
