SUMMARY:

Under the supervision of the Deputy Chief Financial Officer, this position oversees daily fiscal and grant operations, including staff supervision, procedure review and development, budget development, projections and adjustments, grant management, and financial reporting. This role ensures accurate financial transactions through general ledgers, compliance with regulations, and effective utilization of grant funding.


ESSENTIAL FUNCTIONS:

Grant Management: Direct all aspects of grant applications, administration, and compliance, including research, reporting, and coordination with funding agencies and stakeholders.

Financial Management: Develop and manage annual budgets and projections, oversee general ledger accuracy, manage bank accounts, and ensure proper cash management.

Staff Supervision: Lead and mentor finance and grant staff, including performance management, training, and workflow optimization.

Financial Reporting & Analysis: Prepare and analyze financial reports, including grant billing, expense management, and financial status reports.

Compliance & Audit: Ensure adherence to court policies, grant regulations, and accounting standards; collaborate with auditors and address findings.

• Process Improvement: Identify and implement process improvements to enhance efficiency and accuracy in financial and grant operations.

Collaboration: Coordinate with internal and external stakeholders, including county departments, state agencies, and external auditors.

Oversight: Oversee daily audit of child support receipting and fund transfers.

• Performs other duties as assigned.


Qualifications, Licenses and Certifications:

• Bachelor’s degree from an accredited college or university in Finance or Accounting.

• Three (3) years in grants management

• Preferred experience in government accounting and familiarity with GAO and OMB guidelines.

• Proficiency in Microsoft Excel and other relevant software.

• Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).

• Strong understanding of court processes and procedures.

• Expertise in grant management and financial reporting.

• Ability to manage budgets, analyze financial data, and ensure compliance.

• Excellent communication, interpersonal, and organizational skills.

• Ability to lead and develop staff.

• Ability to work under pressure and meet deadlines.

• Strong problem-solving and decision-making skills.

• Ability to maintain confidentiality.

• Ability to work with diverse populations.

• Proven ability to exercise sound judgment and maintain confidentiality.


PHYSICAL REQUIREMENTS:

• Must be able to lift 25 lbs.


Additional Requirements:

• Successful completion of criminal and IV-D background check and fingerprinting.

• Applicants must be legally authorized to work in the U.S.
