Description

As a Housing and Community Rehabilitation Inspector, you will play a vital role in preserving the quality and safety of residential and multi-family properties. Your responsibilities will include conducting comprehensive property inspections, managing rehabilitation projects, and ensuring compliance with local, state, and federal housing regulations. This position is essential to the success of our housing programs, providing critical support to low- to moderate-income households through Housing and Urban Development (HUD) housing initiatives.

  • Manage Housing Rehabilitation Projects: Oversee rehabilitation efforts from initiation to completion, ensuring projects meet all code requirements, stay on schedule, and adhere to safety regulations while coordinating with contractors and property owners.
  • Support Housing Programs and Participants: Serve as a key resource for the community, providing guidance on program eligibility, inspection procedures, and housing rehabilitation requirements, while representing the City at public events and promoting housing programs.
  • Maintain Accurate Documentation: Record and maintain detailed reports of inspections, project progress, and compliance, ensuring all documentation is up-to-date and meets program guidelines.

The Position

The City of Fullerton seeks an experienced Housing and Community Rehabilitation Inspector to join our team and play a key role in ensuring the safety, quality, and compliance of housing in our community.

Employment Guidelines

Education And Experience

Any combination of training and experience that provides the required knowledge, skills, and abilities, is considered qualifying. A typical way to obtain the required qualifications is:

Associate degree or equivalent from an accredited college or two years of study towards a bachelor’s degree at an accredited college or university in a related field to include some completed coursework in building construction, architecture or drafting or completion of a construction inspection certification program from an accredited college, or knowledge in code enforcement.

AND

One year of experience as a City of Fullerton Building Inspector I/II or equivalent.

Special Requirements Include

  • A valid Class C California driver's license and acceptable driving record at the time of appointment and throughout employment in this position. Employees in this classification will be enrolled in the Department of Motor Vehicles Government Employer Pull Notice Program.
  • Must be able to work a flexible schedule to accommodate City needs. This class is subject to overtime.
  • Designation as a certified Residential Building Inspector by the ICC or equivalent International Conference of Building Officials (ICBO) certification. Certification by other approved organizations may be accepted if they are determined by the City to be equivalent.

Designation as a certified Property Maintenance and Housing Inspector by the International Code Council (ICC) is desirable as is some experience inspecting affordable housing, high-rise housing, and/or commercial buildings.

Physical Tasks And Working Conditions Include The Following

Work is performed both in an office environment and in the field/on-site when performing inspections. When outdoor field work is performed there is full exposure to the elements. The incumbent uses a computer, keyboard and related equipment, data recording equipment, a camera, basic hand tools, small and large hand probes, drives a vehicle on City business and sits, stands, walks, reaches, bends and grasps. When performing inspections the incumbent kneels, crouches, twists, climbs stairs, ladders and inclines, crawls in confined spaces, walks on roofs of single and multi-story structures and scaffolding, lifts and carries a ladder and may walk on slippery/uneven slopes and surfaces, be exposed to extreme noise, damp conditions, construction fumes, solvents, chemicals, dust, soil, electrical hazards and vehicular traffic. An incumbent must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties to be performed.

ASSESSMENT PROCEDURE

Applicants must provide specific and complete details about their qualifications. Based on the information provided in the application and other required materials, the most qualified candidates will be invited to take part in the examination process, which may include a written exam, performance test, oral interview, and/or other assessment methods.

The City reserves the right to revise any portion of the examination process. Candidates will be notified of any changes before the related examination step.

Candidates who successfully complete the assessment process for this recruitment will be placed on an eligible list, which will remain in effect for at least one year or until an insufficient number of candidates remain on the list.

Current City of Fullerton employees may be given preference during the testing and/or selection process.

Additional Information

Employment offers are conditional upon the successful completion of a background check. The background check will include fingerprinting, verified by the State of California Department of Justice and the Federal Bureau of Investigation. Certain positions may require a more extensive background check and/or a medical examination conducted by the City’s designated physician at the City’s expense. Medical examinations assess an individual’s ability to meet the physical requirements of the position. Additionally, all new hires and employees appointed to safety-sensitive classifications must undergo a drug screening.

An appointee will serve a 12-month probationary period. Regular City employees promoted to this position will serve a 6-month probationary period.
