Position Summary

This position is administrative, professional, and managerial work responsible for directing the operations of the Building Division. Work includes directing the planning, coordination and implementation of all services, activities, codes, and ordinances applicable and necessary to the daily operations of the building division. The major functions of this position include administration of the division, supervision of residential and commercial building inspections and office staff, creation and maintenance of division budget, implementation, and coordination of related ordinances, assisting Construction Board of Appeals, provide for the enforcement of mandatory state building codes including local amendments, ensure prompt and precise collection of all permit fees collected on behalf of the City of Stonecrest. Duties are performed under the direction of the Community Development Director.

Major Duties and Responsibilities

  • Manage the overall operations of the Building Division.
  • Supervise the personnel and daily operation associated with the Building Division.
  • Interpret code provisions and applications for policies related to requirements for inspections to ensure the inspector’s role and related activities comply with relevant federal, state and local codes.
  • Presents information to City Council upon request.
  • Prepares and monitors division budget; initiates and approves expenses and purchase requisitions; submits monthly and annual activity reports for fee collection, permit activity and certificates of occupancy.
  • Meets with, responds to, and advises the Community Development Director, and others as needed concerning building related issues, city ordinances, and regulations pertaining to building construction and other relevant matters.
  • Manages and collaborates with Community Development staff regarding standards and criteria for inspections performed by city inspectors and assigns schedules and tasks.
  • Conducts employee performance appraisals when required.
  • Conducts employment related activities, including interviewing, hiring, resolving internal problems, and disciplining assigned employees in consultation with the director of human resources.
  • Assists with conflict resolution involving disputes between builders and consumers concerning building code issues to the extent possible and as provided for by law.
  • Attends arbitration hearings when requested or subpoenaed.
  • Researches and interprets federal, state, and local codes and regulations as they impact building inspections.
  • Collaborate, review, and maintain local amendments to state building codes, city ordinances and regulations for public awareness.
  • Review and report on development projects for compliance with general building practice and land use.
  • Assist office staff as needed with questions involving codes, ordinances, or development issues, building permits, ledger, and when difficulties arise regarding customer complaints or problems.
  • May accompany building inspectors to the field upon request or when necessary to ensure quality, consistent work, and professional behavior.
  • Submit timesheets for verifying hours worked and vacation, absences, overtime, and comp time used/earned.
  • Process timely accident/incident reports, workman’s comp reports, and personnel issues within the division.
  • Perform other duties as may be necessary or assigned.

Minimum Qualifications

REQUIRED QUALIFICATIONS

Bachelor's Degree from an accredited college or university in civil or structural engineering, architecture, architectural engineering, construction management or closely related field; and six (6) years of increasingly responsible experience in construction building inspection, building design, plan review, civil engineering, or closely related field, at least three of which must be in a supervisory role.

Certifications to include Plumbing, Mechanical, Building, or Combination Inspector or Plan Examiner by the International Conference of Building Officials or the International Code Council.

Strong preference will be given to applicants that possess an ICC Certification as a Certified Building Official certification. If not certified by ICC as a Chief Building Official (CBO), applicant must demonstrate he/she is in the process of getting the certification and must obtain it within one (1) year of employment.

Any combination of education, training, and experience that provides the required knowledge and skills is acceptable.

Valid Georgia driver’s license and satisfactory motor vehicle record (MVR).

Knowledge, Skills, And Abilities

Knowledge of building codes, city ordinances, zoning regulations, development regulations, and theories, practices, and procedures used in commercial and residential building inspections and applications.

Ability to interact professionally and courteously with architects, engineers, attorneys, builders, surveyors, appointed boards, department heads, agency directors, and individuals or citizens at large.

Knowledge of management, legal and technical aspects of building construction and code enforcement.

Knowledge and skill in fiscal and budgetary management.

Ability to provide oral and written instructions and presentations.

Ability to supervise and evaluate the work of others.

Ability to interact professionally with customers and provide excellent customer service under difficult or unpleasant circumstances.

Ability to answer questions, arbitrate and resolve issues when there is a conflict between customers and builders or builders and inspectors.

Ability to analyze reports submitted from third party inspection agencies, private inspections, and others

Other Requirements

Demonstrate integrity, honesty and fairness in all transactions and constantly strive for excellence in all matters of ethical conduct.

Computer-related skills and use of office equipment including copier, fax, adding machine, printers, engineer, and architect scale, measuring tape, tools, etc.

Work is typically performed in a controlled office environment; however, situations may require visits to building construction sites on an as needed basis or when situations arise.

Must be able to work near moving mechanical parts, high, precarious places with the risk of exposure to fumes or airborne particles, toxic or caustic chemicals and electrical shock, in outdoor weather conditions at busy construction sites or remote, isolated places.

Also can see, hear, talk, stand, walk, kneel, bend, stoop, climb, use fingers and hands.

Possess driving skills necessary to maneuver city vehicle safely in congested conditions or on rough, steep terrain.

May occasionally be required to work beyond the normal workday to complete projects, attend meetings, or participate in city events.
