Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Fiscal and Operational Support Division provides support services to the Director's Offices and all Utilities divisions including: financial management of the department's two Enterprise Funds and the Special Revenue Fund, accounting, information technology, procurement, warehouse and inventory management, facilities maintenance and management, safety administration, communications, and agreements management.

Job Description
General Functions
Responsible for performing short-term and/or long term financial and budgetary analysis for assigned area of responsibility. Duties include revenue and expenditure monitoring, developing, distributing and ensuring the accuracy of financial reports, and researching and resolving financial issues. Work is performed with independence requiring the exercise of discretion, sound judgment and initiative under the general direction of the assigned supervisor.
Representative Duties /Assignments
Financial Analyst
Specific duties will vary based on area of assignment.
- Analyzes Department and/or Division revenue and expenditure patterns and reports budget variance concerns.
- Researches and provides recommendations on complex financial issues.
- Oversees and/or participates in preparation of financial reports.
- Reviews financial reports for accuracy and resolves reporting issues.
- Reviews financial records to ensure proper documentation is being maintained.
- Assists assigned areas in the coordination of the budget process.
- Coordinates fiscal aspects of the Capital Improvement Program to include quarterly reporting, status updates, reviewing projects against accounting and other standards, and taking appropriate action as needed.
- Performs other special projects and related duties as assigned
Senior Financial Analyst
- Analyzes Department and/or Division financial and related budgetary information and makes financial decisions using the information.
- Performs complex financial calculations in evaluating financial proposals.
- Performs short- and long-term revenue and expenditure forecasts to make financial decisions.
- Assists in developing financial processes and procedures for the Department.
- Coordinates and prepares financial reports.
- Reviews financial records to ensure proper documentation is being maintained.
- Assists assigned areas in the coordination of the budget process.
- Coordinates fiscal aspects of the Capital Improvement Program to include quarterly reporting, status updates, reviewing projects against accounting and other standards, and taking appropriate action as needed.
- Performs other special projects and related duties as assigned.
Minimum Qualifications
Financial Analyst
Bachelor's degree from an accredited institution in Business, Accounting, or Finance, or closely related field and one year experience in accounting, finance or budgeting.
Senior Financial Analyst
Bachelor's degree from an accredited institution in Business, Accounting or Finance, or a closely related field and three years’ experience in accounting, finance or budgeting.
Preferences
- Water, Wastewater and/or Solid Waste utilities experience
- Experience with forecasting and data analysis
