The Community Services Manager is responsible for the senior-level administration of the Code Enforcement and Animal Services division. Specifically, this position provides leadership, direction, guidance and coordination to the city’s ongoing efforts to improve the quality of life in our communities and neighborhoods. Supervision and servant leadership is a key responsibility of this position.

Responsibilities
Responsible for the administrative oversight and effective management of operational, strategic and long-term Code Enforcement and Animal Services operations and associated staff members, including, but not limited to, the following functions:
Essential Job Functions represents 20%-50% of working time on a regular basis, subject to the varying demand of specific functions. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent. Regular, punctual and on-site attendance is essential for all functions listed below. This position, under the direction of Director of Community Services, will be responsible for the following:
- Serves as the primary contact for all code and animal-related issues and functions, to include communication with citizens, vendors, City Council and other interest groups. Writes, recommends and modifies new and existing City ordinances related to code enforcement operations.
- Researches, prepares and presents programs, information and recommendations at City Council meetings on a regular basis.
- With minimal direction, assumes the effective and efficient management responsibility for all services and activities of Code Enforcement, including administering, interpreting, and enforcing City codes, ordinances, and regulations.
The Following Essential Functions Cross Both Code Enforcement And Animal Services Functions, May Be Irregular In Nature And Are Expected To Be Effectively And Efficiently Executed As Assigned Or Encountered, To Include But Not Limited To
- Issues citations, responds to escalated service issues and coordinates court proceedings.
- Coordinates, manages and implements short-term and long-term projects.
- Manages and responds to ad-hoc service requests, research projects, facility or equipment upgrades and any involvement in City capital projects with other departments or external organizations.
- Conducts sensitive, critical, or council-directed investigations in code or animal-related issues. Responds to critical issues as necessary, both within and outside of normal work hours.
- Coordinates with the Animal Services Advisory Committee, community groups, and stakeholders to enhance service delivery and policy development. Attends and prepares agendas for Animal Services Advisory Committees, as necessary.
Effectively Manages, Develops And Motivates The Code Enforcement And Animal Services Teams, To Include, But Not Limited To, The Following Functions
- The effective recruitment, selection, onboarding, and retention of associated staff and volunteers.
- Continual performance management of staff through evaluations, coaching, development and other opportunities that promote growth, learning and engagement.
- Demonstrates effective and professional leadership through active engagement, involvement, and equitable treatment of all staff members.
- Consistently and effectively models the behavioral, performance and service-level expectations of the Finance team.
- Consistently and effectively mitigates and mediates employee conflicts, performance or behavioral issues without delay, in coordination with Human Resources, as necessary.
- Maintains professional, cordial, conciliatory and facilitative communication at all times, regardless of circumstance or situation.

Other Job Functions
Other Job Functions are essential but represent less than 20% of working time on a regular basis. These are performed with less regularity but are considered essential. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent.
- Prepares the divisional budget for current, ongoing and future needs, to include technology upgrades and overtime costs.
- Supports all other functions of the code enforcement and animal services teams, to include performing essential functions of all direct reports and subordinates.
- Other functions not specifically designated within the scope of essential functions listed herein. These extra functions will be temporary in nature and/or as the business necessity dictates.
Education and Experience
Required – Applicants MUST meet the minimum qualifications as described below to be considered for employment.
- A minimum of five (5) years of progressively responsible and directly related experience in Code Enforcement and/or Animal Services. Preference will be given to candidates with extensive experience across both disciplines.
- Separately, three (3) years of progressively responsible leadership experience is required. Leadership is evaluated as the successful and demonstrative ability to effectively lead people in programs, projects and other outcomes of work, regardless of supervisory status.
- Any level of college degree from an accredited university or program related to business, management, public administration or a related field is required.
- An equivalent combination of the above experience and education to satisfy the minimum requirements of the position.
- Texas Code Enforcement Officer License is required. Due to the required state licensing, an equivalent combination of education and experience will not be considered for this requirement and must be met on it’s own.
