Under the direction of the Recreation Manager, the Recreation Supervisor - Programs oversees the daily operations, planning, and administration of internally operated recreation programs, including Preschool, The Front Porch, GCC child watch, licensed childcare, active adults, cultural arts, and senior, youth, family, and general recreation programs offered by the Golden Parks and Recreation Department.

Monitors and evaluates all assigned programs including but not limited to licensed childcare, active adults, programs, Front porch, child watch, special interest programs, and cultural arts. Evaluates assigned programs through observations and written participant feedback for class/program improvement. Initiates changes to creatively address the needs and wishes of the public. Coordinates and corresponds with outside agencies and resources for proper programming and/or referrals as it relates to assigned program area.

Manages and supervises assigned operations to achieve goals with available resources. Provides training, guidance, and supervision to assigned staff. Plans and organizes workloads and staff assignments, delegating work as appropriate. Maintains training and certification records to ensure compliance with organization and licensing requirements. Conducts regular staff meetings to evaluate and investigate new services including program development, scheduling, equipment, and facility needs.

Prepares and coordinates marketing and promotional materials for publication in brochures and flyers to provide information and promote interest in assigned programs to members and participants of the Golden Community Center and community.

Ensures internal and external programs and offerings are of highest quality and properly taught by experienced, and qualified instructors. Ensures programs are safe, effective, and age appropriate.

Responsible for administration of approved annual budget. Performs cost control activities and assures that assigned areas of responsibilities are performed within budget. Monitors revenues and expenditures in assigned area to assure sound fiscal control. Prepares annual budget requests. Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Enforces all department policies, rules, and regulations while maintaining a friendly and professional attitude. Promptly addresses customer service issues and reports to the Recreation Manager any problems, concerns, or emergencies that arise that may affect the program or the City. Ensures administrative registration procedures are followed, including proper fee collection, and waiver completion by all participants.

Supervises, schedules, and monitors all assigned facilities used for purposes of assigned programming rented, owned, or leased by the city.

Serves as lead administrator for recreation programs module in RecTrac and WebTrac managing online and in-person registration processes. Works collaboratively with the Guest Services Supervisor and Data Management Coordinator to identify efficiencies and implement improvements to RecTrac and WebTrac to achieve greater functionality and ease of use for staff and participants. Attends RecTrac user meetings as required to stay current with trends and program changes. Updates forms as necessary. Updates software documentation and procedures as necessary.

Supervisory Responsibilities

Directly supervises all program staff including Full-Time Licensed Preschool Director, Full-Time Licensed Camps and Youth Enrichment Programs Coordinator, Full-Time Pottery Instructor, Part-Time Recreation Assistant–Older Adults, and Part-Time Dance Instructors. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Bachelor’s degree with major course work in parks and recreation, business, physical education, or related field, and minimum three years’ experience in recreation programming, including two years’ supervisory experience. An equivalent combination of education and experience may be considered. Prior planning and teaching recreation activities preferred. Working knowledge of Licensed Childcare qualifications and standards required. Excellent organizational, customer service, conflict resolution, and interpersonal skills.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid driver’s license with good driving record.

Current CPR/AED/First Aid certification or ability to obtain within 30 days of hire.

Ability to demonstrate effective problem-solving skills; to enforce safety practices and procedures to handle emergency and non-emergency situations; and to follow written and verbal instructions. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to make sound decisions and use good judgment during stressful situations.

Other Skills And Abilities

Proficient knowledge of the principles, practices, and methods of program planning, development, implementation, and coordination of programs. Ability to plan, assign, instruct, supervise, effectively schedule, and direct the work of subordinate personnel engaged in carrying out the functions of assigned section. Ability to work independently, multi-task, and self-initiate. Ability to work with people of all ages and abilities. Ability to demonstrate basic operation of program related equipment. Strong organizational skills with proven ability to multi-task. Working knowledge of MS Word, Excel, and Outlook; Internet use and Intranet use. Ability to prepare, understand and manage budgets.

MATERIALS & EQUIPMENT DIRECTLY USED

Computer, printer, copier, phone, and related office equipment necessary to perform the essential function of the job. City vehicle. Specialized equipment related to assigned programs to train personnel. Specialized fitness equipment including free weights, steps, bars, weight training machines and sound system.
