General Statement of Job

Oversees, plans, and coordinates the leisure activities and recreation staff for an assigned area of the Parks and Recreation Department. Work involves ensuring the effective and safe operations of recreation and aquatic facilities and programs, including aftercare and summer camps, developing schedules for staff and facilities, and the implementation of assigned programs and events.

Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires a general understanding of the assigned function or business area. Reports to the Recreation Superintendent or designee.

Essential Job Functions

Supervises, provides guidance to, and reviews the work of staff to accomplish operational plans and results.

Plans and oversees assigned workflows and time utilization of staff; assigns and communicates daily activities and deadlines to staff.

Implements best practice standards and assures compliance with all regulations; compiles and submits data and reports as required or requested.

Executes community recreation programs for youth, adult, and senior populations including but not limited to, fitness, athletics, and aquatics.

Administers year-round recreation program activity schedules; assists with planning and implementation of special events such as festivals, races, competitive tournaments, concerts, movies, and parades.

Monitors expenditures and ensures adherence to assigned budget; receives and records payments as necessary; generates operational data for the development of fee structures related to program facilities and services.

Schedules facility use by external groups and individuals; prepares and/or monitors rental and lease agreements; monitors vendor adherence to contracts, notifying appropriate personnel when issues arise.

Assists with interviewing and selecting part-time personnel, volunteers, and contractors; participates in new hire orientation and conducts training as assigned.

Inspects site facilities and participates in the planning, coordination, and execution of facility improvements.

Coordinates facility maintenance and repairs; sets up and breaks down recreation locations and facilities for programs.

Assists with the marketing and promotional efforts of recreation programs and activities; engages in community discussions and relationships to garner program donations and sponsors to enhance the department’s operations and public opportunities.

Keeps abreast of current research and trends and regulatory updates in the parks and recreation industry; attends professional seminars, workshops, and training programs.

Receives, reviews, prepares, and/or submits various documents, forms, records, and reports including but not limited to, contracts, invoices, purchase requisitions, personnel materials, work orders, news releases, events calendars, charts, and budget documents.

Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.

Maintains quality communication and interaction with all city personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.

Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.

Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.

Supervisory Responsibilities

Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; makes recommendations regarding discipline and termination.

Pay and Bargaining Status

This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF.

Minimum Qualifications

Bachelor’s degree in recreation management, leisure services, education, or related field required; supplemented by two (2) years of experience planning and supervising recreational, aquatic, athletic, or park programming and facilities and staff; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses

Must possess and maintain a valid State of Florida driver license and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.

Must possess or obtain within four (4) months of hire, First Aid / CPR Certification, and within one (1) year of hire, Crowd Manager Certification.

Preferred Qualifications

Designation as a Certified Parks and Recreation Professional (CPRP)

An eligible veteran or spouse of veteran shall receive preference in the selection process as provided for in the Florida Statutes. To obtain veteran’s preference, a candidate MUST submit a copy of a DD-214, Certificate of Discharge, or Statement of Eligibility with their application.
