Job Description

An employee in this classification is involved with educating the public on environmental health matters, inspecting, providing advice on the correction of environmental health problems, and enforcing state, local, and federal laws relating to public health in several distinct environmental health programs.  The employee has responsibilities in a variety of different environmental health program areas, or with the majority of time spent in a single program area.   Program areas may include food services, childcare centers, nursing and rest homes, schools, lodging facilities, public swimming pools, onsite wastewater disposal, private water supplies, tattoo parlors, public health nuisance complaint investigations, and foodborne outbreak investigations.  Work requires regular contact with businesses and homeowners, business managers, parents, realtors, contractors and construction professionals, surveyors, attorneys, and the general public.   Driving is regularly required for site visits and inspections.  Work is performed both inside and outside.    Work requires a comprehensive knowledge of state, local, and federal environmental health laws, and regulations, as well as procedures utilized in enforcing these laws and regulations. Work requires a general knowledge of a variety of material and physical sciences as a basis for enforcement, education, and consultation roles.   Employee is expected to stay up to date on current procedures, policies, statutes, and rules through continuing education and contact with the Environmental Health Section of the North Carolina Division of Public Health.  Work is circumscribed by a variety of federal, state and policies, regulations, and procedures.  Starting pay is $52,612 or DOQ

Examples of Job Duties

Inspects existing septic tank installations and potential septic tank sites in complying with State and County regulations; analyzes efficiency of existing installations; analyzes efficiency of potential installations through site and soil analysis; inspects new installations for proper compliance with State and County regulations; recommends approval or disapproval of existing, potential, or newly installed septic tanks in complying with State and County regulations.
Investigates complaints relating to septic systems, wells, food complaints involving restaurants
Investigates problems concerning faulty well water supplies; assesses the problems in complying with State and County regulations; collects well water samples for bacterial and/or chemical analysis; relays findings and after return of findings from the State.
Conducts soil and site evaluations to determine suitability of land for the installation of sewage disposal systems; determines size and type of system to be installed and the most suitable location. Issues permits, oversees the installation, and conducts a final inspection to ensure compliance with rules and regulations.
Conducts lead investigations for children under the age of six to determine lead hazards in environments such as their homes, daycare, and supplemental addresses; assesses lead hazards in buildings built before 1978 that are proposed for use as childcare facilities.
 Meets with owners of malfunctioning septic tank systems to determine the most appropriate means of correcting the failure, issues permit, and conducts a final inspection.
Approves future well sites, issues permit, inspects private water supplies for proper construction and protection. Collects water samples for analysis, consults with well contractors and the public on construction, location, protection, and disinfection of private water supplies.
Inspects and evaluates various public establishments to determine sanitation ratings. Establishments evaluated include restaurants, food stands, meat markets, institutions, childcare facilities, swimming pools, and tattoo parlors.
Reviews plans for new construction and remodels of public establishments and restaurants, ensures rules and regulations are met prior to construction, and discusses problems or ideas with owners and/or contractors; inspects constructions and remodels once completed and issues permits to operate.
Gives presentations to organizations in the community concerning environmental health issues; attends career days and health fairs in order to provide education and information concerning environmental health issues.
Explains, interprets, justifies, and enforces statutes and rules.
Prepares reports, maintaining records and files.
Operates computer terminal entering and retrieving data from the appropriate state and county system.
Operates computer, scanner, calculator, and other standard office equipment incident to maintaining records.
Participates in ongoing training as required.
 Ensures all federal, state, and local policies and procedures are followed.

Knowledge, Skills, and Abilities

Thorough knowledge of environmental health procedures, policies, statutes, and rules, as well as job-specific program areas. 
Considerable knowledge of public health law, microbiology, biology, chemistry, food science, epidemiology, soil science, and basic engineering technology as applied to environmental health practices.
Working knowledge of the responsibilities of other agencies involved in environmental health work.
Working knowledge of the interrelationship between socio-economic factors and environmental health concerns.
Working knowledge of inspection methods and investigation techniques as applied in environmental health.
Working knowledge of standard office procedures, practices, and equipment.
Skill in collaborative conflict resolution, customer service excellence and teamwork.
Ability to use a variety of equipment commonly used in the profession, including but not limited to food thermometer, test trips, auger, laser, digger, probe rod, GPS, Munsell charts, and clinometer.
Ability to explain, interpret, and justify various laws and rules, as well as the ability to educate and defend decisions based on these laws, rules, and science.
Skill to use a variety of office machines, computers, applicable software and typing.  
Ability to analyze and comprehend a wide variety of technical and administrative regulations, records, and reports.
Ability to exercise sound judgement and deal tactfully with a wide range of public contacts while enforcing public health laws and regulations.
Ability to educate business and property owners and the consuming public in matters related to protecting and promoting public health.
Ability to present formal environmental health training programs.
Ability to apply environmental health standards, guidelines, statutes, rules, knowledge, and techniques in the investigation of environmental health problems.
Ability to establish and follow work procedures, prioritize work, and prepare and maintain accurate records and reports.

Qualifications

Graduation from an accredited baccalaureate or postgraduate degree program with a minimum of 30 semester hours or its equivalent in the physical or biological sciences and two years of experience in the field of environmental health practice or graduation from a baccalaureate or postgraduate degree program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC) and a minimum of one year of experience in the field of environmental health practice.  An equivalent combination of education and experience may be considered.
Must be eligible to meet the requirements for registration or license as an Environmental Health Specialist as outlined in Article 4, Chapter 90A of the NC General Statutes.
Requires possession of a valid North Carolina driver's license.
           


Trainee/Work Against Education and Experience Requirement
            Must be eligible for registration and apply for registration as an Environmental Health Specialist Intern within 60 days of employment. Employee may remain registered as an Environmental Health Specialist Intern until registration as an Environmental Health Specialist or up to two years, whichever comes first.

Employees accrue sick and vacation time each paycheck.

Stanly County observes twelve (12) holidays.  New Year’s Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Employees receive one (1) personal day per year.

INSURANCE BENEFITS:
Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina.  Our plan is a PPO, 80/20, with a $1000 deductible.  Teledoc is offered through our insurance for a $10 co-pay per visit.  Primary care visit is a $40 co-payment.  Specialist is $50 co-pay.  One free eye exam per year. The insurance coverage is FREE to full-time employees. 

Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Other volunteer insurance benefits include:  Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.

Stanly County offers an employee health clinic.  Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge.  This service does not replace your primary healthcare providers but augments their care. 

As a wellness benefit, employees have the option of joining the Stanly County YMCA.  The County will pay half of the employee’s membership.

Employee Assistant Program is offered through Atrium Health.  Each employee will receive up to six (6) free sessions on a rolling year.  Dependent children and/or spouse may also use the sessions.

RETIREMENT:
Stanly County Employees will be a member of the N. C. Local Government Employees’ Retirement System.  Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system.  The County also contributes to the plan. You are vested at five years as a contributing member.  After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.

NC 401(k) (Supplemental Retirement Plan):
Employees can contribute to the Empower 401(k) plan upon hire.  If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).
Additionally, employees may make additional contributions through the following options:  457 Deferred Compensation Plan and Roth Plan Option.

LONGEVITY:
Longevity pay is earned after three (3) years of continuous Local Government retirement benefited service working with Stanly County government.
