Description

The Johnston County Planning and Zoning Department has an opening for a Planning Technician. 

The Planning Technician will be responsible for research work for the Planning Department through literature, field, mail and telephone surveys, summarizing the results of this research in report form; preparing maps, graphs and text for reports and ordinances. Work includes assisting customers with the explanation of the minor subdivision review process, Land Development Code requirements for minor subdivisions and the differences between minor and major subdivisions. Knowledge of the planning field, initiative, tact, and courtesy are required in the performance of duties. Work is supervised by the Senior Planner and is evaluated based on conferences, review of assignments, and approval of site plans.

Duties and Responsibilities

  • Performs site plan reviews for minor subdivisions against standards checklist to assure that regulations are met; approves permits.
  • Reviews minor subdivision plats and maps; uses computer to research property information and gather data; contacts surveyors and owners and informs of corrections and additions
  • Provides customers with the explanation of the minor subdivision review process.
  • Reviews all minor mylars and recombination maps and signs Exempt Subdivision Plat mylars.
  • Provides technical assistance to the general public, property owners, builders, developers, and contractors, by telephone and in person; explains and advises public on regulations of watershed, zoning, subdivision, and mobile home park ordinances; answers telephone calls and deals with the public in person to answer questions on planning and zoning ordinances and permits.
  • Assists in preparing maps, reports, and packets for Planning Board and Board of Adjustment; may make presentations as appropriate.
  • Assists in road naming and street addressing for the County; responds to inquiries regarding house numbering and zoning regulations; takes corrective action for erroneous house numbering.
  • Keep abreast of federal, state, local and private regulations, guidelines, procedures and trends.

Knowledge, Skills and Abilities

  • Knowledge and understanding of the principles and practices of community planning.
  • Knowledge of the technical ordinances, codes and regulations pertaining to land use planning and development including zoning and subdivision principles.
  • Knowledge of the County's planning and zoning regulations and procedures for addressing.
  • Knowledge of basic governmental and administrative frameworks involved in effective planning.
  • Skill in the use of computers for compiling reports, developing presentation material, and storing and retrieving data.
  • Ability to enforce ordinances with tact and firmness.
  • Ability to communicate effectively in oral and written forms and make presentations.
  • Ability to analyze planning issues and recommend solutions.
  • Ability to establish and maintain effective working relationships with County employees, officials, developers, and the general public.
  • Ability to read and interpret land descriptions, maps and related information.
  • Ability to deal courteously and tactfully with the public.

Desired Education and Experience

  • Associate degree in Planning or related field and one year of related experience; or an equivalent combination of education and experience.

SPECIAL REQUIREMENTS:

  • Possession of a valid North Carolina driver's license.

PHYSICAL REQUIREMENTS:

  • Must be able to physically perform the basic life operational functions of standing, walking, fingering, talking and hearing.

  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.

  • Must possess the visual acuity to examine and work with maps, charts, and detailed materials, to operate a computer, to inspect sites, and to read extensively.
