Job Summary

The Deputy Chief Information Officer (DCIO) performs complex professional and administrative work under the direction of, and in concert with, the Chief Information Officer (CIO), and acts for the CIO in his/her absence. This position manages the operational plans and resources for Information Technology teams as assigned by the CIO and works with the CIO to define and implement the Information Technology Department’s vision, direction, and strategies. This position includes a particular focus on sustaining an efficient and responsive customer support function to meet the goals of the City's elected officials, and the operational mandates of the City Manager. This position requires managing rapid tactical response to issues with public safety and mission critical systems used for voice, data, networking, and citizen and staff communications and collaboration. The Deputy CIO will monitor the performance of IT vendors to ensure their work adheres to contracts and service agreements and is expected to establish working relationships with peers in other City departments, as well as in local and state agencies. The physical work is light, requiring considerable mental effort, efficient time management, and the ability to work well under pressure. ESSENTIAL JOB FUNCTION

Essential Job Functions

As directed by the CIO the Deputy plans, organizes, directs, leads, and participates in City-wide information and technology services including:

  • Supervises, directs, and evaluates assigned staff. Develops and oversees employee work schedules to ensure adequate coverage and control; reviews, processes, and approves Kronos Timecards.
  • Promotes collaboration between employees to ensure that teams remain informed of cross-departments events, demands, and activities.
  • Assists with and completes employee performance appraisals.
  • Acts as a liaison between employees and management, and trains staff in operations, policies, and procedures.
  • Works with IT management to develop and maintain the IT strategy, service development and service report, IT roadmap, architectural principles, standards, policy, and solutions governance.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
  • Assists in directing the day-to-day operations of the Information Technology Department: assists in planning and directing department programs, services, resources, and staff; assists in developing and implementing policies, procedures and standards, best practices; ensures that operations comply with City policies and procedures.
  • Monitors and evaluates department services and operations; makes recommendations regarding administrative, organizational, and operational needs; assists in developing and implementing short-term and long-term goals and objectives, that affect city-wide information system users; reviews technical standards, operating practices, and procedures; implements changes for improved operational efficiency; identifies strategic initiatives; develops operational work plans; and assigns projects to management staff.
  • Ensures adherence to all standards for the city's IT operations and activities: develops, plans, implements and manages long and short term strategic plans, goals and objectives for the investment strategy for information systems, such as software, hardware and services. Determines the appropriate model for delivering technical support from a variety of service divisions to a wide range of customer agencies.
  • Assists in developing and administering the departmental budget: forecasts funding needs for staffing, equipment, materials, supplies, procurement and contracting while monitoring expenditures to ensure compliance with approved budget.
  • Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate. Embraces changes within the organization and continuously searches for ways to improve management capabilities and IT operations.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including bid specifications, contracts, assessments and performance reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including technology plans and implementation plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records
  • Communicates with senior staff, supervisors, other employees, clients, third party service contractors/vendors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Mentors and manages IT staff as assigned by the CIO, to include identifying training needs, opportunities for growth, and incorporating feedback from experienced staff members in improving service delivery.
  • Works with the CIO in creating strategic plans and budgets for the acquisition and deployment of technology.
  • Manages, monitors, and advises the CIO on the IT budget, hardware and software acquisition and inventory, and vendor performance.
  • Ensures work efforts achieve the outcome specified within the IT strategy, including appropriate strategic and life cycle management plans.
  • Prepares and directs the preparation of reports to identify long range strategic issues relevant to departmental goals.
  • Participates in steering committees by assisting in the development of citywide IT agendas and policies, development of IT strategic plans, and prioritization of major projects, programs and initiatives.
  • Establishes credibility and working collaboratively with other City departments to enhance service delivery to citizens and staff.
  • Networks with peers in adjacent municipalities, and county and state governments, to leverage technology for Rockville citizens.
  • Performs the duties of and acts for the Chief Information Officer in his or her absence.
  • Performs a variety of other duties as required.

Qualifications

Graduation from an accredited college or university with a bachelor’s degree in computer science, Information Technology Systems, Business Administration or a directly related field plus five years of information technology experience of which three years is in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training and experience.

  • Demonstrated experience in developing effective partnerships with other departments, assessing needs, providing resources and managing goals and priorities. The ability to collaborate with stakeholders to understand expectations and make decisions that produce high-quality results.
  • Successfully organize, assist and oversee budget activities, city technology planning, vendor/contract agreements and departmental policies and procedures. Adept at prioritizing and effectively monitoring multiple projects with various scopes, complexity and risk simultaneously, while also providing insight to senior leadership both from a project status and financial perspective.
  • Ability to leverage experience in understanding compliance with federal, state and local requirements and/or standards.

Employees may join the City's dental program and receive dental benefits in addition to any such benefits provided by the group health plans. Group Life Insurance

The City provides life insurance equal to one and one-half times an employee's base salary. There is no cost to the employee for this benefit. Sick Leave

Sick leave is earned monthly at the rate of 1.25 days per completed month of service. There is no waiting period for using earned sick leave nor is there a limit to the amount of earned sick leave that may be used in connection with any legitimate illness.

Dependent Care FSA

The Dependent Care FSA allows employees to set aside up to $5,000 on a pre-tax basis for eligible dependent care expenses. Prior to the beginning of each calendar year, employees estimate the amount of these eligible expenses and agree to have this amount deducted from their annual salary on a bi-weekly basis. Employees avoid paying federal, state, and Social Security taxes on the total amount of their deferral. When expenses are incurred, employees submit a receipt and are reimbursed from their account. Medical FSA

The Medical Care FSA allows employees to set aside up to $3,200 on a pre-tax basis for eligible health care expenses. Prior to the beginning of each calendar year, employees estimate the amount of these expenses and agree to have that amount deducted from their annual salary on a bi-weekly basis. Employees avoid paying federal, state, and Social Security taxes on the total amount of their deferral. An employee may use a FSA debit card to pay for eligible expenses, or may submit receipts when expenses are incurred in order to be reimbursed from their account. Pre-tax Deductions for Health Insurance

Through Section 125 of the Internal Revenue Code, pre-tax payroll deductions may be made for the City's health and dental insurance premiums. Pre-tax deductions allow employees to avoid paying Federal, State, and F.I.C.A. taxes on the amounts of these payroll deducted premiums.

Retirement Programs

Retirement Plan

The City's retirement plans consist of a Defined Benefit and a Defined Contribution portion. Administrative and Union employees may contribute between one (1) and five (5) percent of their base salary, on a pre-tax basis, to the defined contribution portion. The deferral election is made at the time of employment and may not be changed. Therefore, employees are advised to give considerable thought to their decision of what percent to contribute. The City will make a matching contribution of 50 cents for each dollar contributed. A minimum of one (1) percent participation is mandatory.

Employees have different investment fund options in which to direct contributions. The investment direction may be changed biweekly. Vesting in the Defined Contribution portion occurs at the beginning of the 3rd year. Normal retirement is age 60 or 65 depending on date of hire.

The Defined Benefit portion of the retirement plan is based on a percentage of average annual salary multiplied by length of credited service. Administrative employees are required to make a mandatory one (1) percent contribution to the Defined Benefit portion of the plan. Vesting occurs after ten (10) years.

Police Officers contribute 8.5 percent of their earnings on a pre-tax basis to a defined benefit pension plan. Normal retirement for police officers is permitted at the earlier of age 60 or after 25 years of service, regardless of age. Benefits at retirement are based on a percentage of final average earnings multiplied by length of credited service.

Deferred Compensation (457) Plan

The deferred compensation plan is designed specifically for City employees, and makes it possible to defer income and the payment of income taxes on the deferred investment. The plan is not meant for short-term savings or investment purposes as monies deferred are generally not available until termination or retirement.

Employees may defer the lesser of 25 percent of base salary or a minimum of $10.00 per pay up to the current IRS limit on a pre-tax basis.

The Roth 457 is a supplemental retirement plan which is funded through employee contributions only. Employees are eligible to enroll from the date of hire. Contributions are taxed but earnings grow tax free.
