Description

San Mateo County Health's Health IT Division is currently seeking a highly motivated, results-driven Education & Informatics Strategy Manager-Limited Term who will improve support to staff members participating in critical implementation activities. This position will be needed from now through the stabilization of the electronic health record. Stabilization would involve full implementation of the electronic health record, training of all staff and optimization of operational productivity. 
 
San Mateo County Health is in the process of implementing an integrated electronic health record (Epic). As Health prepares for this implementation, the organization has identified areas that are heavily dependent on additional staffing required to manage multiple resources and activities. This Manager will have oversight and responsibility for a current team of eight (8) staff members (Nursing Informaticists, Senior Business Analyst and Management Analyst/Training Coordinators).

This position will lead the strategic development and execution of education programs across San Mateo County Health (SMCH), with a focus on aligning learning initiatives to organizational goals, operational excellence, and digital transformation. The Manager will provide direct supervision and support to both the Nurse Informaticists and the Training Team, ensuring seamless coordination between clinical, operational, and technical stakeholders. This position requires the work to be done in the state of California.

The Nurse Informaticists play a critical role in bridging the gap between clinical workflows and IT systems. They contribute to all phases of Epic EHR implementation and optimization—including workflow analysis, build validation, testing, go-live support, and ongoing system refinement. This team serves as clinical subject matter experts, partnering closely with the Training Team and operational departments to prepare frontline staff for the adoption of new digital tools and workflows.

The Manager will also oversee the Training Team, which is responsible for the coordination, delivery, and continuous improvement of training programs for clinical and non-clinical stakeholders. This includes managing Epic certification processes, training logistics, and leveraging adult learning principles to deliver effective education. A key function of this role will be partnering with operational leaders and departmental experts to identify training needs and develop tailored solutions delivered through a robust SuperUser Program, supported collaboratively by both the Nurse Informaticists and Trainers.

In addition to ensuring success during go-live, the Manager will help establish a scalable, long-term learning infrastructure that supports onboarding, optimization, refresher training, and future upgrades. This role champions collaboration, promotes consistency in educational practices, and drives a culture of continuous learning and system-wide readiness. By uniting informatics and training under one strategic vision, the Manager ensures that staff across SMCH are empowered with the knowledge and tools necessary to provide high-quality, patient-centered care. 

The current vacancy is a full time, Limited Term position (benefitted).
 
 
The ideal candidate will possess:
  • Experience selecting, supervising, training and evaluating clinical, professional, and technical and team members. 
  • Three years of professional nursing experience in informatics which at least one year included responsible supervisory/manager level experience.
  • Experience overseeing training programs, instructional design, educational content creation and delivery preferably with Epic. 
  • Strong recent, relevant experience working with stakeholders in adopting Epic or another EHR as part of a large project implementation that involved multiple EHR’s that were being replaced by a single EHR.
  • A minimum of five years of recent work experience in a healthcare setting with a preference to working in government (Federal, State, County) healthcare entities.
  • Solid technical understanding and background, broad expertise in nursing practice and clinical workflows, and strong organizational skills. 
  • Strong, recent competency in mapping real-life practices to applications.
  • Demonstrated ability and is adept at persuading and training clinical and non-clinical stakeholders to adopt new workflows and tools, requiring strong knowledge of change management. 
  • Knowledge of adult learning and training methods. 
  • Broad knowledge of healthcare operations and associate technologies.
  • Excellent ability to translate technical terminology for consumption by non- technical audiences.
  • Good understanding and familiarity with project management, quality assurance, and information systems design, and EHR application build. 
  • Have awareness of current IT security standards, applicable privacy laws and regulations. 
  • Superior interpersonal, and relationship-building skills.
  • Self-directed with keen attention to detail.
  • Strong analytical and problem-solving abilities.
  • A customer-service and patient-centric focus.
  • Certifications in Epic, ANCC or Nursing Informatics, preferred.
  • Master's Degree in Education or Nursing related field preferred.
  • Demonstrated knowledge and expertise in implementing an Electronic Health Record (EHR). 
  • Demonstrated visionary in education for complex, multi-faceted team organizations.
  • Experience collaborating with operational and executive leaders on training strategy and comfortable recommending creative and innovative education solutions.
  • Excellent written and verbal communication skills.
This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Manages & prioritizes the daily workload and assignments of team members to meet business needs.
  • Participate in the development and implementation of goals, objectives, policies, procedures and priorities within the HIT Informatics and Training program.
  • Assessing risks and issues associated with the training program.
  • Developing post-live training program for new hires, refresher training, optimization, upgrade training, etc.
  • Planning how to deliver new information about workflows and functionality to end users before upgrades.
  • Communicating with project leadership about training milestones, policies, and decisions.
  • Assist in the prioritization and implementation of system changes.
  • Maintain a collaborative relationship with team, clinicians, providers, other departments, and outside partners.
  • Function as a liaison between clinicians, providers, and Information Technology.
  • Create, collaborate, lead, and attend Epic/Third-Party application educational offerings.
  • Represent the department or chair relevant committees and workgroups.
  • Ensure continuous quality improvement and regulatory readiness of assigned unit or program.
  • Organize, supervise, and monitor the provision of our Health IT (HIT)Informatics and Training program. 
  • Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure the accomplishment of objectives within an approved budget.
  • Maintain an effective working relationship with a variety of public and private organizations, including staff in other Health divisions, County departments, medical staff, and other agencies.
  • Liaise with public/community. 
  • Perform related duties as identified.

Qualifications

Licensure/Certification

  • Possession of a license as a Registered Nurse or equivalent.
Knowledge of
  • Information systems, clinical software and other computer applications related to informatics; Nurse practice act; principles and practices of program management, including planning, implementation and evaluation; and principles of personnel training, supervision and evaluation.
  • Education strategy, planning, implementation, and monitoring through all available modalities (at-the-elbow support, virtual, in-person instructor-led, and autonomous programming).
Skill/Ability to
  • Organize, direct, coordinate and evaluate nursing informatics services that ensure excellence in patient care; communicate effectively with administrative, medical, professional, clinical and citizen groups; and train staff and coordinate activities of contractors and staff, as appropriate.
Education and Experience
  • Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
  • A typical way to qualify is an advanced degree in clinical, nursing or medical informatics and five years of related clinical experience with at least two years of managing performance improvement activities, which include analyzing clinical workflow processes.
