The City of Steamboat Springs is seeking a Utility Billing Supervisor / Coordinator to join their team!

GENERAL PURPOSE

As part of a dual role, this position oversees the water and wastewater utility billing operations for the City of Steamboat Springs and directly supervises the Utility Billing Technician. Also, provides a variety of routine and complex administrative, clerical, technical support, and general coordination in support of the Water & Sewer Division.  This position exercises independent judgment while adhering to established policies and procedures, regulations and best practices.  

SUPERVISION RECEIVED

Works under the general supervision of the Distribution & Collection Manager.

SUPERVISION EXERCISED 

Exercises supervision over the Utility Billing Technician and others as assigned.

UTILITY BILLING:

  • Directly responsible for oversite of the water and wastewater utility billing functions, including processing of monthly utility billing, reconciling utility billing activity, authorizing printing/distribution of utility bills. 
  • Supervises Utility Billing Technician and is responsible for assigning and reviewing their work. Establish and monitor employee performance objectives. Responsible for approving employee timesheets and coordinating work schedules as appropriate.  Provide utility billing backup assistance.
  • Ensure the daily operations of the City’s utility billing are completed accurately and efficiently. Verify and maintain data integrity of billing systems and financial records.
  • Analyze, interpret, and resolve complex utility billing issues.  Interpret, apply, and explain billing policies and procedures; organize and prioritize work.
  • Manages billing and account structure and resolution of billing disputes including collaboration with finance and the city attorney’s office.
  • Prepare and review utility billing reports for accuracy and address errors and inconsistencies as needed.  
  • Ensures compliance with applicable accounting procedures and regulations. Coordinate with the finance department to stay current on appropriate accounting rules and regulations. Provide support for annual Audits.
  • Research and resolve problem accounts and coordinate with the City’s Meter Technician to resolve metering issues. 
  • Identifies internal deficiencies with processes, procedures, and/or communications and coordinates with various Division staff to develop and implement new or changed processes, policies, and procedures to address deficiencies.  
  • Update utility rates and adjustments, create new rate codes as needed in the billing system and communicate changes to staff and customers. 
  • Compile, analyze and present data for rate projections, utility rate studies, prepare end-of-year utility reports as requested, and any other ad hoc utility reporting as required.
  • Coordinates special projects as assigned.

ADMINISTRATIVE:

  • Provides support to the utility field crew by fielding phone calls from utility customers, contractors, other City staff, etc. for scheduling and coordinating field crew requests, general inquiries, emergency reports, and a variety of other requests and inquiries and refers inquiries to the appropriate division staff. 
  • Provides administrative and technical support pertaining to projects, programs, methods, and procedures.  Composes various types of correspondence related to compliance with various City, State, and Federal regulatory programs and requirements.  Assists the Distribution & Collection Manager and Division Staff as needed in the preparation of reports, presentations, resolutions, ordinances, etc. that may be complex and/or confidential in nature.   May Act as point of contact in absence of the Distribution & Collection Manager or other Division staff as needed.  
  • Assists Distribution & Collection Manager with annual budget preparation, coordination of division initiatives and some general tasks that may lessen his/her workload.
  • Acts as liaison between Finance and Public Works divisions to coordinate financial activities within the division and as dictated by accounting deadlines.  
  • Develops and maintains applicable policies and procedures.  Meets with division staff as necessary to identify opportunities for improvement in work flow and processes; recommends solutions to increase efficiencies and assists in implementation of revised methods as approved. 
  • Assumes responsibility for and responds to internal/external inquiries either in person or via telephone ensuring resolution of issues and requests in a timely manner, especially those pertaining to citizens.  Inquiries are moderately complex and require independent thinking and judgment.  Refers to division staff as necessary.
  • Coordinates assigned large-scale projects as needed which may include mass mailings, research and analysis, or generating reports.
  • Works in conjunction with Communications Manager to develop social media posts, notices, flyers, brochures, newsletters, media releases, news articles, and other informational materials pertaining to utility operations.  
  • Initiates work orders with field personnel to investigate various customer complaints/reports of issues related to the City’s water distribution and/or wastewater collection systems.  

We are seeking the following qualifications

EDICATION & EXPERIENCE: 

  1. Graduation from High School or equivalent with additional business school and or college courses; and
  2. Five (5) years of increasingly responsible administrative, accounting, billing, utility and/or operational support experience; and
  3. Two (2) years of increasing supervisory experience. 
  4. Any equivalent combination of education and progressively responsible experience.        Experience in a public agency setting is desirable.  

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent Customers service skills.  
  • Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; 
  • Skill in operating listed tools and equipment. 
  • Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions; ability to work with angry or difficult customers.

  • Must be able to read and explain statutes, and regulations that apply to the determination, assessment and collection of revenues.

  • Processes, procedures, and practices of budget preparation and administration.
  • Principles and practices of fiscal, statistical, and administrative research and report preparation. 
  • Principles of business letter writing and report preparation.
  • Principles and procedures of record keeping.
  • English usage, spelling, grammar, and punctuation.

ABILITY TO:

  • Oversee and participate in the management of the administrative functions and operations of the Public Works department.
  • Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
  • Understand, interpret and apply administrative and office policies and procedures as well as pertinent laws, regulations, and ordinances.
