Plans, organizes, and manages contract management functions. Responsible for the oversight of Parks and Recreation contracts to include, without limitation, termed, public works, professional, and master service agreements. Performs contract administration responsibilities including review of contractor performance, amendments and service directives, answers questions on contract interpretation, and provides advice on contract issues. The following is a non-exclusive list of essential functions of this position.
Essential Functions:
- Ensures accurate financial contract costs are accounted for in a timely manner;
- Maintain and update financial reports for contract usage and retention;
- Works with Project Managers, Sourcing, and contractors to identify and manage contract issues; ensures all parties adhere to contract requirements and specifications, confirms the contractor delivered on contract commitments;
- Review and update existing contracts;
- Performs contract closeout. Ensures accurate documentation is complete and transmitted;
- Monitors and manages retention releases. Ensures that release is consistent with terms and conditions of the contract;
- Thoroughly understand and effectively communicate terms and conditions to managers and staff.
- Ensure all deadlines and conditions described on contracts are met;
- Maintain organized system of physical and digital contract records;
- Analyze potential risks involved with specific contract terms;
- Works with legal department to negotiate contract terms;
- Maintain a detailed record-keeping system to ensure all contracts are effectively and efficiently managed;
- Tracks and manages all contract renewals;
- Assist with RFP process as needed;
- Perform other duties as assigned.
Qualifications:
Completion of an associate's degree in business, engineering, legal or related field with an additional four years of contract work, supply chain management or technical engineering; or any combination of relevant education and experience supporting listed knowledge and abilities.
Certified Texas Contract Manager (CTCM) is preferred.
Valid Current Driver's License is required.

- Fundamental understanding of how risk is managed in a contract;
- Basic understanding of goods and services used by electric utilities;
- Basic understanding of termed, professional, and public works contracts.

- Define and identify issues within contracts;
- Strong computer skills using databases, Adobe and Microsoft Office Suite products;
- Effectively work cross-departmentally including General Counsel and Purchasing as well as outside contractors and City departments;

- Develop and present sound conclusions and recommendations;
- Clear, concise, and effective verbal and written communication skills;
- Establish and maintain effective relationships with elected officials, senior management, employees, and the public;
- Monitor operations to ensure compliance with applicable regulations;
- Docket and effectively manage deadlines.
Physical Requirements:
- Frequently lift and carry up to 10 pounds and occasionally lift and carry up to 25 pounds;
- Occasionally stand, walk, bend, and kneel during the shift;
- Occasionally push and pull objects;
- Occasionally flex upper trunk forward at the waist and partially at the knees;
- Occasionally rotate upper trunk to the left or right while sitting or standing;
- Occasionally climb ladders, stairs, and other inclined surfaces;
- Frequently place arms above, at, or below shoulder height;
