SENIOR PLANS EXAMINER (RESIDENTIAL) - Building Inspection
 
JOB SUMMARY

Under direction, review plans for compliance with all codes and ordinances administered by the Building Inspection Department for purpose of reviewing and issuing permits. Make field inspections and perform other related work as required.

ESSENTIAL JOB FUNCTIONS

Review plans for compliance with all codes and ordinances administered by the Building Inspection Department for the purpose of issuing permits. Determine whether plans submitted are adequate to transmit full information to field inspectors, are sufficient for a complete code review, and are in conformance with adopted building codes and other standards. Issue permits. Make field inspections throughout the City as necessary, to assure code compliance, and actively maintain knowledge relative to the latest construction practices, materials and methods. Study code and ordinance changes, attend educational seminars and conferences, ensuring the most up to date code standards are being implemented. Assist the general public in understanding building code and zoning regulations related to construction. Keep effective records of permits, plan reviews, and inspections. Interpret building regulations effectively. Counsel with architects, designers, builders and owners concerning building codes and zoning regulations. Communicate courteously and effectively with other city employees, officials, contractors, and the public. Computer skills necessary for plan reviews, word processing, and record keeping.

OTHER JOB FUNCTIONS AND PHYSICAL CAPABILITIES

Keep assigned work area neat and safe. Assist and advise other inspectors or plan reviewers as necessary.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES

High school or GED is required. Bachelor’s degree in engineering, architecture, or related field is highly preferred. Texas driver’s license, Class C, required. ICC Residential Plans Examiner, Residential Energy Inspector/Plans Examiner, and Residential Building Inspector certifications required and ICC Building Plans Examiner Certification within two years of obtaining position.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS

Three (3) to five (5) years of experience as a plans examiner in residential building codes and construction or five (5) years of experience as a residential building inspector. Must have knowledge of pertinent construction codes, ordinances, and technical skills necessary to read and interpret building plans. Must have ability to operate personal computers, with working knowledge of Microsoft Word and Microsoft Excel. Must have abilities to: comprehend rapidly; read, write, and communicate effectively in person or by telephone with the public in the English language; establish and maintain effective working relationships; and communicate courteously with other city employees, officials, contractors, and the public.
