JOB SUMMARY: Under general direction, plans, organizes, and directs operations, training, and maintenance of personnel and resources assigned to the Fire Prevention Unit of the Fire Department. Provides management of administrative functions within the Fire Department. Performs related work as assigned by the Fire Command Staff.
ESSENTIAL JOB FUNCTIONS
- Plan, coordinate, direct, and review the overall day-to-day activities of Fire Prevention personnel
- Engage in Fire, Arson, and Bomb investigations; explosive ordnance disposal (EOD) teams; professional standards investigations; fire inspections; fire plan reviews; and data entry and retrieval to ensure the goals and objectives of the Division, Department, and City are met.
- Assists the Fire Command Staff in developing and implementing goals, objectives, policies, procedures, and operational priorities. This includes but not limited to:
- Reporting to the Fire Command staff on all important matters, including the status of emergency situations and employment matters.
- Research and interpret local Fire and Building Codes and State and Federal laws.
- Assume command or functions in a leadership role for fire administration, budget administration, fire incidences, or other significant incidents impacting the department and/or community.
- Ability to understand the functions of the Bomb Squad Commander and render safe procedures.
- Coordinate the activities of the Department's Professional Standards Unit (PSU) within the Department, City Attorney's Office, and other City, County, State, and Federal Agencies.
OTHER JOB FUNCTIONS
- Carry out the responsibilities of the Assistant Fire Chief when they are unavailable. Act as the custodian of records for the Fire Department, coordinating open records requests and responding to demands for interviews or subpoenas of fire personnel.
- Direct examinations and/or examine sites of fires and/or bombings; interview suspects, witnesses, victims, and persons reporting fires to obtain information for possible use in civil and/or criminal court; obtain and execute arrest and search warrants and testify in court.
- On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities Required:
- Knowledge of fire and life safety systems and practices.
- Knowledge of State and local laws, regulations, and procedures pertaining to fire and building codes.
- Knowledge of the design, installation, and inspection of fire and life safety systems and practices.
- Knowledge of research and analysis methods, survey techniques, and statistical and financial analysis methods.
- Knowledge of budgetary controls and finance administration.
- Knowledge of management practices, skills, and concepts.
- Advanced knowledge of fire investigation techniques and equipment.
- Advanced knowledge of the Federal and State criminal and civil justice systems.
- Advanced knowledge of construction materials and methods, as well as their relationship to heat and flame.
- Skill in directing, controlling, and planning operations involving the activities of others or processes with which
- others are involved.
- Skill in communicating ideas effectively, both in writing and orally, in group and individual settings.
- Skill in establishing and maintaining effective working relationships with Fire Department personnel, other city departments, local and national agencies, and citizens.
- Ability to perform a variety of physical skills, including but not limited to seeing, driving, and calculating.
- Ability to operate a motorized vehicle.
- Ability to lift or exert forces equivalent to lifting up to 80 pounds on an infrequent basis.
- Ability to command and supervise subordinates in emergency situations.
- Ability to plan, schedule, and monitor complex projects.
- Ability to recognize or identify the existence of problems and generate ideas or solutions to resolve those
- problems.
- Ability to determine cost implications of operational decisions.
- Ability to plan, organize, monitor, and evaluate subordinates' work assignments to accomplish unit objectives.
- The incumbent is subject to fumes/odor, dust/mites, toxic chemical waste, mechanical/electrical/explosives, radiation, and biomedical hazards.
Qualifying Education and Experience:
- Bachelor's Degree in Fire Protection Technology or related field
- Four (4) years of fire investigation and code enforcement experience
- Two (2) years of experience in a supervisory role
- Or an equivalent combination of education and experience.
- Must have Texas Commission on Law Enforcement Intermediate Texas Peace Officer Certification or be able to obtain within six (6) months of start date and must be able to maintain throughout duration of employment and maintain throughout the duration of employment.
- Must have Texas Commission on Fire Protection (TCFP) Advanced Arson Investigator Certification or be able to obtain within six (6) months of start date and must be able to maintain throughout duration of employment and maintain throughout the duration of employment.
- Must have Texas Commission on Fire Protection Advanced Fire Inspector Certification or be able to obtain within six (6) months of start date and must be able to maintain throughout duration of employment and maintain throughout the duration of employment.
- Must have Texas Commission on Fire Protection Plans Review Certification or be able to obtain within six (6) months of start date and must be able to maintain throughout duration of employment and maintain throughout the duration of employment.
- Must have a valid Texas Class C Driver License or able to obtain within three (3) months of employment.

PREFERRED QUALIFICATIONS
Preferred Knowledge, Skills and Abilities:
- Knowledge of bomb squad operations.
- Knowledge of explosive detection K9 training principles and operations.
- Knowledge of firefighting operations.
- Knowledge of large-scale special event operations and planning.
Preferred Education and Experience:
- Certified Hazardous Devices School (HDS) Bomb Technician
- Certified HDS Tactical Bomb Technician
- Experience as an explosive detection K9 handler
- TCFP Fire Marshal certification
- Possess or ability to obtain Texas Class B Driver License within six (6) months of employment
