Position Summary

This position is responsible for ensuring compliance with City planning, zoning, licensing, land use and other municipal standards, codes, rules and regulations. Work includes conducting field inspections and issuing citations as needed.

Essential Duties and Responsibilites

  • The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
    • Conducts field investigations to determine compliance of properties with county codes and issues notices of violation or citations for non-compliance.
    • Performs land use and zoning inspections under applicable codes.
    • Performs zoning permit inspections based on approved plans to ensure compliance with codes and regulations.
    • Researches and reviews legal descriptions, plat restrictions and property ownership information.
    • Performs inspections regarding business license and alcohol license issues, secures licenses and merchandise and posts notices at establishments when required due to violations.
    • Reports observed maintenance issues with city streets, right-of-way, and properties to responsible department for clean-up.
    • Inspects reports of illegal dumpsites and outside trash storage around businesses and residential areas.
    • Enforces City solid waste ordinance, sign ordinance and other quality of life regulations.
    • Meets with citizens or corresponds via email/telephone regarding community development complaints; addresses complaints where necessary and refers to appropriate department when needed (police, fire marshal, public works, etc.).
    • Maintains file of complaints and investigative findings.
    • Writes reports detailing investigations and their conclusions; writes citations where necessary.
    • Testifies at hearings regarding notices of violation or citations issued to code violators.
  • Additional Functions:
    • Performs other related duties as required.

Qualifications

Education and/or Work Experience Requirements: 
Associate’s degree. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.  
Additional Requirements:

  • Must possess a valid State of Georgia Driver's License.
  • Must have the ability to obtain Code Enforcement Officer Certification as issued by the GACE or ICC.

  • Ability to read a variety of informational documentation, directions, instructions, and methods and procedures. 
  • Ability to write reports and essays with proper format, punctuation, spelling and grammar, using all parts of speech.

  • Ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.
  • Ability to record and deliver information, to explain procedures, to follow verbal and written instructions.
  • Ability to utilize mathematical formulas; add, subtract, multiply, and divide figures; determine percentages; determine time and weight.
  • Ability to inspect items for proper length, width, and shape, visually with office equipment and recording devices.
  • Ability to deal with people beyond giving and receiving instructions; and to relate to people in situations involving more than giving or receiving instructions.
