The purpose of this position is to direct the operations and manage the administrative functions of the Airport Rescue and Firefighting Department of Hilton Head Island Airport. The position establishes current and long-range objectives, plans and policies/procedures and coordinates overall training programs. This is a leadership position that requires skills to enhance the team environment, work with administrative supervision, and to develop and implement programs within organizational policies and procedures. Additional objectives include building relationships with local and state emergency services leaders to enhance safety-related communications and public awareness initiatives.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervise, direct, and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinate, assign and review work and establish work schedules; maintain standards; monitor status of work in progress; inspect completed work assignments; answers questions; provide advice and direction as needed.
  • Lead rescue operations during aircraft emergencies, coordinating with other airport departments and external agencies.
  • Responsible for all pertinent functions of airport safety as outlined in 14 CFR Part 139.
  • Work with ARFF Command staff, develop programs and standard operating procedures to ensure best practices and to maintain standards.
  • Oversee training programs to ensure ARFF personnel maintain required certifications and proficiency in specialized techniques.
  • Ensure compliance with Part 139 ARFF requirements in accordance with FSS Certification Standards and other federal, state and local laws.
  • Ensure compliance with Part 139.321, Handling and Storage of Hazardous Materials and NFPA publications.
  • Design and conduct emergency workshops and exercises to train staff and local emergency response personnel.
  • Assist in updating appropriate sections of the Airport Certification Manual (ACM), with an emphasis on the Airport Emergency Plan (AEP).
  • Ensure fire station is maintained and equipped for optimum living conditions for shift work.
  • Ensure firefighting apparatus are properly equipped/maintained.
  • Develop, provide and approve all firefighting training.
  • Perform related work as assigned.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Requires a bachelor’s degree or education and training equivalent to four years of college education in Fire Science, Emergency Management, Business Management or related field.
  • Requires over ten years of related experience or an equivalent combination of education, training, and experience.
  • ARFF leadership experienced is preferred.
  • Exhibits strong leadership, communication, and incident command skills.

Supplemental Information

All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
