Nature of Work

This position requires management, coordination, and technical skills in the oversight and administration of the City emergency management functions. The work includes the administration and coordination of various programs, supplies, equipment, training, budgetary funds, community awareness/involvement, and providing guidance and assistance to planning committees and local agencies with regard to emergency preparedness. Duties involve the responsibility, as delegated, for the training, development, safety, of disaster response and assurance of quality service delivery. The work is performed under the direction of the City Manager/ Fire Chief or his/her designee(s).
 

Minimum Training and Experience

Possession of a bachelor's degree in business or public administration, urban planning or related field 
-AND-
Two (2) years of professional experience related to emergency management. 
-OR-
An equivalent combination of training and experience.

Required Training:  Required training includes successful completion of FEMA online Independent Study at training.fema.gov:

  • IS-100B Introduction to Incident Command System
  • IS-200B ICS for Single Resources and Initial Action Incidents
  • ICS 300: Intermediate Incident Command System for Expanding Incidents
  • ICS 400: Advanced Incident Command System for Command and General Staff - Complex Incidents
  • IS-700A National Incident Management System (NIMS)
  • IS-800B National Response Framework
  • IS-860C National Infrastructure Protection Plan (NIPP)

Other Information

Preferred Experience: 
Local, regional, state, non-profit, or Non-Governmental Organization (NGO) experience in emergency management, homeland security, business continuity, critical infrastructure protection, risk management, information technology disaster recovery, or a related discipline. Three (3) years of professional experience in emergency management, homeland security, business continuity, risk management, information technology disaster recovery, or a related discipline. 

Preferred Licensure/Certification:

  • Certified Emergency Manager (CEM®) by International Association of Emergency Managers
  • Project Management Professional (PMP) by Project Management Institute
Demonstrated knowledge of:
  • FEMA Continuity Guidance Circular (CGC)
  • National Infrastructure Protection Plan (NIPP)
  • National Incident Management System (NIMS)
  • National Planning Frameworks for Protection, Prevention, Mitigation, Response, and Recovery
  • National Preparedness System (NPS) and National Preparedness Goal (NPG), including the Core Capabilities across the 5 Mission Areas
  • Homeland Security Exercise and Evaluation Program (HSEEP)
