PRIMARY DUTIES AND RESPONSIBILITIES:

  • Directs the operation and provides professional engineering services for a department responsible for planning, design, construction and maintenance of the county road and bridge system and oversees the township bridge system.
  • Develops short- and long-range planning programs for the construction, maintenance and capital improvement of the County’s highways, bridges and parks/trails systems.
  • Administers and provides overall management of the county highway maintenance activities.
  • Prepares and monitors departments operating and capital improvement budgets and other expenditures.
  • Provides professional engineering for the design and construction of county construction projects.

JOB REQUIREMENTS:

Thorough knowledge of the principles and practices of civil or highway engineering.  Thorough knowledge of construction and maintenance methods, materials and equipment as employed in roads, bridges and other public works.  Thorough knowledge of state and local codes and laws and other influencing governmental laws, rules and regulations relative to the planning, development, construction and maintenance of county roads and bridges.

MINIMUM QUALIFICATIONS:

Graduation from college or university with a major in civil engineering.  Five years’ experience in civil engineering including some experience in supervisory capacity.  Registration or eligibility to become registered as a Professional Engineer in the State of Minnesota.  Valid Minnesota driver’s license.

The Cafeteria Plan is made up of the following:

  • Dependent Life Insurance – Supplemental life insurance is available for your spouse and/or children.
  • Dental Insurance – Each employee can choose from Family, Single+1, or Single coverage and then from the available levels of coverage: Preventative or Comprehensive.
  • Long-Term Disability (LTD) – This coverage can be purchased to replace up to 60% of your income in the event of a qualified disability. The County provides and pays for the first $500/month policy.
  • Flexible Spending Account – Pre-tax dollars can be set aside to pay for Medical and/or Dependent Care expenses. IRS rules apply.
  • Vision – Each employee can choose from Family, Single, or Single+ in this materials only plan.

Employee Assistance Program: Free access to independent, confidential, and professional assessment and short-term counseling services available to employees and family members.

Public Employees Retirement Association of Minnesota (PERA): You and your employer both contribute to PERA on your behalf. An amount, pre-determined by the Legislature, is contributed through payroll deductions. Dodge County matches your deductions at 100% and contributes an additional percentage amount based on the PERA plan for your position. Employees are vested in the plan after 3 years. If an employee terminates before vesting occurs, the employee’s own contributions are refunded plus nominal interest.

Holiday Pay: Dodge County offers 11 1/2 paid holidays during the calendar year.

Paid Time Off (PTO): All full-time PTO participants receive Short-Term Disability (80% of your current wage) and Long-Term Disability ($500/month policy). PTO accrual is credited each payroll and the employee may begin using PTO any time after it is earned. Up to 480 hours of unused PTO may be carried from year to year and will be paid off upon termination of employment. PTO accrual rates are as follows:
Year 1 = 16 days; Years 2-5 = 20 days; Years 6-10 = 24 days; Years 11-15 = 28 days; Years 16-20 = 32 days; Years 21+ = 36 days
