Position: BUILDING OFFICIAL (DIVISION DIRECTOR IV)

Salary Range: $113,707 to $211,806 Annually, negotiable depending on qualifications

Department: Planning, Zoning & Building/Building

Location: 2300 N. Jog Road, WPB

Hours: 8:00 A.M. to 5:00 P.M., Monday - Friday

Other: Valid Florida Driver’s License and PBC Risk Management Department driving history approval prior to appointment.

Palm Beach County, home to over 1.5 million residents and one of Florida’s largest counties by area, is seeking a visionary, strategic, and highly skilled leader to serve as its next Building Official, overseeing the operations of the Building Division, a $75 million budget and over 200 employees. This is an exceptional opportunity to lead a talented team of professionals committed to ensuring life and property safety within our community in the built environment through efficient and effective administration of the enacted building codes, and by taking a leadership role in code development and education.​​​​​​​

As the Building Official, the selected candidate will play a vital leadership role in regulatory oversight, the County’s development and intergovernmental coordination, with significant visibility across elected bodies, regional organizations, and the public.

KEY RESPONSIBILITIES

Program Oversight and Leadership

  • Directs all operational and administrative aspects of the Building Division, including plan review, inspections, addressing, permitting, and records maintenance.

  • Provides strategic planning and resource forecasting to align with County growth and development priorities.

  • Leads modernization and efficiency initiatives across the Division. 

Policy, Code, and Regulatory Compliance

  • Ensures full compliance with the Florida Building Code and all local ordinances.

  • Oversees permitting and issuance of Certificates of Occupancy in accordance with County plans and policies.

  • Maintains expertise in code compliance, contractor regulations, and related responsibilities.

  • Serves as the primary spokesperson for building code matters at all levels. 

Stakeholder Engagement and Communication

  • Interfaces regularly with elected officials, legal advisors, developers, and the public.

  • Communicates clearly and effectively on technical matters and policy issues.

  • Builds consensus and trust among internal teams, partner agencies, and constituents. 

Staff Development and Support

  • Provides visionary leadership and daily oversight to a diverse staff of technical, field, and administrative professionals.

  • Oversees performance management, training, and development for Division staff.

  • Promotes staff development through mentoring, succession planning, and opportunities for cross-functional learning and advancement 

Customer Service and Community Responsiveness

  • Champions a high standard of customer service for residents, businesses, and permit applicants.

  • Enhances accessibility and usability of permitting and inspection systems.

  • Responds to public inquiries and concerns in a timely, professional manner. 

Strategic Development and Innovation

  • Develops and executes long-range strategic initiatives for code compliance, technology, and service improvement.

  • Identifies industry trends and adapts Division strategies to meet future needs.

  • Implements best practices and drives continuous improvement in operations.

MINIMUM REQUIREMENTS

This position requires qualified applicants to possess one of the following:

 

·        A Bachelor's Degree in Building Construction, Civil Engineering, Architecture, or related field, and a minimum of ten (10) years of experience as an Architect, Engineer, Building Inspector, or Construction Superintendent with at least five (5) years of responsible management or supervisory experience, or 

·        An unrelated Bachelor's Degree or related Associate’s Degree, and a minimum of twelve (12) years of experience as an Architect, Engineer, Building Inspector or Construction Superintendent with at least five (5) years of responsible management or supervisory, or

·        Graduation from high school or an equivalent recognized certification, and a minimum of  (14) years of experience as an Architect, Engineer, Building Inspector, or Construction Superintendent with at least five (5) years of responsible management or supervisory experience. 

Qualified applicants must also be certified as a Building Code Administrator or Building Official by the State of Florida, F.S. 468.

PREFERRED QUALIFICATIONS 

  • Related Master’s Degree 

  • Licensed as a Professional Engineer (P.E.) in the State of Florida

  • Experience as a Building Official for a jurisdiction with a population of 100,000+ 

  • Master Code Professional (MCP)

  • Certified Floodplain Manager (CFM)

  • Knowledge of/experience with the National Pollution Discharge Elimination System (NPDES)
