The Utilities Director is a senior leadership role responsible for overseeing the operations, maintenance, and strategic planning of the City of Pompano Beach’s utilities systems, including water treatment and distribution, wastewater, reuse, and stormwater management. This position requires visionary leadership, technical expertise, and a commitment to public service excellence. Work is performed under the administrative direction of the City Manager and Assistant City Managers.

 
 Key Responsibilities
  • Lead, plan, and manage departmental programs, policies, and operations through supervisory personnel.
  • Develop and oversee capital improvement projects, work plans, and operational strategies for water, wastewater, reuse, and stormwater systems.
  • Direct the daily operations of the utility through the Superintendents/Managers.
  • Coordinate interdepartmental and interagency activities to successfully integrate utilities projects with broader city initiatives.
  • Monitor and evaluate operational performance through reports, inspections, meetings, and project reviews.
  • Review and approve developer plans and infrastructure connections, ensuring compliance with city standards and regulations.
  • Represent the department in administrative meetings and public forums, advocating for infrastructure investment and community needs.
  • During disaster events, lead the utility from the Emergency Operations Center.
  • Stay informed of regulatory changes, technological advancements, and best practices in utilities management.
  • Participate in industry organizations.
  • Monitor and comment on Federal, State, and local legislation impacting utility operations.
  • Perform other related duties as required.

Typical Qualifications

Experience

  • Substantial supervisory and administrative experience in utilities operations, including construction and maintenance of water, wastewater, reuse, and stormwater systems. Equivalent combinations of education, training, and experience may be considered.


Education & Certification

  • Bachelor’s degree in Business, Chemistry, Engineering, or related field.
  • Florida Class “A” Water Treatment Certification or the ability to obtain within 1 year.       
  • Wastewater collection certification is a plus


Knowledge, Skills & Abilities

  • Extensive knowledge of utility systems operations, including water, wastewater, reuse, and stormwater management.
  • Familiarity with tools, equipment, and materials used in utility system maintenance and repair.
  • Proven ability to lead and develop high-performing teams across multiple operational units.
  • Strong project management and strategic planning capabilities.
  • Exceptional communication, negotiation, and interpersonal skills.
  • Demonstrated commitment to ethical conduct, integrity, and equitable treatment of all staff and stakeholders.
  • Ability to maintain consistent attendance and fulfill duties with professionalism and accountability.
  • Physical Requirements
  • Must communicate effectively in person, via email, Zoom, and telephone.
  • Proficient in using computers and Microsoft, Adobe, and other software.
  • Minimal physical activity is required, primarily sedentary, with occasional walking or standing.

     • Valid Florida driver’s license with an acceptable driving record.
