JOB SUMMARY
The City Engineer leads and oversees the planning, design, and construction of city infrastructure projects, ensuring they meet engineering standards, regulatory requirements, and budgetary guidelines. This position is responsible for performing municipal engineering functions, private development engineering review, capital improvement project development and implementation, supervision of the engineering division, support of the City’s drainage operations, and administering the City’s compliance with floodplain and illicit discharge ordinances, as well as State and Federal laws and regulations.
ESSENTIAL JOB FUNCTIONS
Engineering Plan Review and Quality Assurance
• Review engineering and construction plans and specifications to ensure they meet city standards, codes, and project requirements.
• Prepare, review, and finalize contract documents and project specifications, coordinating with consultants and contractors throughout the design and construction phases to ensure project goals are met.
Project Management and Coordination
• Oversee construction inspection activities, providing inspectors with project requirements, construction plans, and guidance on any unusual project aspects.
• Complete project close-out documentation, ensuring all required information is accurately recorded and accessible for future reference.
• Coordinate and monitor design projects, establishing project parameters, meeting with consultants, reviewing plans, processing invoices, and finalizing all design aspects for project completion.
Problem Resolution
• Resolve engineering issues encountered by developers, contractors, and construction firms by evaluating the feasibility of solutions, facilitating discussions among stakeholders, and distributing updated documents as necessary.
• Provide expert recommendations on issues that impact project budgets, making economically sound decisions to address project needs within budgetary constraints.
Stormwater and Environmental Compliance
• Administer water and stormwater regulations, managing public education, pollution control, and runoff management, and overseeing detection and elimination of illegal discharges.
• Prepare regulatory reports, maintain records, and coordinate remedial clean-up activities to ensure city compliance with state and federal water quality standards.
Citizen Engagement and Infrastructure Maintenance
• Respond to inquiries from citizens regarding traffic, drainage, and erosion issues by visiting sites, communicating with property owners, and offering feasible, long-term solutions.
• Collaborate with citizens to identify ownership responsibilities and communicate infrastructure updates or repairs.
Floodplain Management
• Oversee the city’s compliance with the Floodplain Ordinance and participation in the National Flood Insurance Program.
• Coordinate floodplain management activities to minimize flood risks, protect property, and ensure community eligibility for flood insurance.
Other Duties
• Manage grant programs related to infrastructure development, from application to implementation and reporting.
• Administer additional regulatory programs as assigned, working closely with city management, external agencies, and elected officials to meet community goals.
• Performs additional duties as assigned that fall within the scope of the job functions.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Requires a Bachelor’s degree in Engineering or a related field, and four (4) years of related work experience. An equivalent combination of education and/or experience may be accepted on a year for year basis. The total qualifying equivalent combination is eight (8) years.
KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of departmental practices and systems.
• Knowledge and understanding of civil engineering, including structural, geotechnical, transportation, and environmental aspects
• Skilled in preparing detailed engineering reports, contract documents, specifications, and regulatory reports.
• Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
• Skilled in using computers for data entry.
• Skilled in using computers for word processing, producing worksheets, and preparing presentations.
• Ability to maintain a professional demeanor and orientation toward customer service.
• Ability to supervise, organize, and communicate effectively.
• Skilled in using highly technical computer applications, such as GIS or CAD.
• Ability to use medium equipment and machinery, such as vehicles.
• Ability to create plans for and provide project management of minor and major construction projects.
• Ability to create plans for and guide implementation of new technology systems.
• Ability to maintain constructive and cooperative working relationships with others.
• Ability to cooperate with fellow employees as a team member.
CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS
• The candidate must have a valid, US, driver’s license.
• Requires a State of Texas Professional Engineer license.
• Registration as a Certified Floodplain Manager is preferred.
