Essential Duties and Responsibilities:
Supervision
• Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficien¬cies; implement discipline and termination procedures.
• Plan, direct, coordinate, and review the work plan for the Distribution and Collection Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures to ensure that correct, efficient, cost effective, and safe work procedures are followed.
Division Operations
• Participate in assuming management responsibility for the Distribution and Collection Division programs, services and activities including engineering, planning, designing, operation, and maintenance of water and wastewater systems and facilities; direct the inspection, operation and maintenance of water distribution system, wastewater collection systems, wastewater lift stations, and water meter Advanced Meter Infrastructure/Auto Meter Reading (AMI/AMR) operations.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs in the Distribution and Collection Division; recommend, within Departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
• Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Public Works Director; direct the implementation of improvements.
• Conduct a variety of organizational studies, investigations, operational studies and special projects including manpower, material, and equipment utilization studies; coordinate and assist in the preparation of water and wastewater rate studies, bond sales, and triennial reports; recommend modifications to Distribution and Collection Division programs, policies, and procedures as appropriate to improve efficiency and cost effectiveness of operations.
• Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends, innovations, and regulations in the fields of water and wastewater systems and treatment.
• Provide a variety of public relations programs and activities; provide tours of the Distribution and Collection Division facilities and plants.
• Respond to and resolve difficult and sensitive inquiries and complaints.
• Serve as a liaison for the Distribution and Collection Division with other City departments, divisions, contractors, builders, engineers, developers, architects, a variety of outside agencies and the general public in acquiring and providing information and coordinating services and activities; negotiate and resolve significant and controversial issues.
• Provide responsible staff assistance to the Public Works Director and Public Works Deputy Directors; prepare and present staff reports and other necessary correspondence; participate in providing technical presentations to the City Administrator, City Council, and various groups and agencies.
• Manage the division’s construction program; review and evaluate extension and expansion needs; direct the development, preparation and review of standards for engineering design and materials of construction; review plans and specifications for water and wastewater system extensions.
• Supervise and monitor the work of all consulting engineers; verify and approve all contractor’s work estimates, payment requests, and change orders; perform site inspections during construction for adherence to specific methods and materials and to ensure compliance with regulations for system safety and design.
• May include performance of the full range of professional engineering duties involved in designing and planning the water and wastewater systems; serve as project engineer on construction projects; prepare and review construction plans and specifications for conformance with City standards, regulatory standards, and industry standards.
• Provide oversight and direction to the department’s AMI/AMR systems.
Financial
• Manage and participate in the development and administration of the Distribution and Collection Division's annual budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.
• Review divisional reports to ensure compliance with appropriate departmental and City rules, regulations and policies as well as appropriate local, state and federal laws.
• Participate in the preparation and review of specifications for equipment and material purchases.
