Position Description

Position Overview:

The Development Services & Permits Division facilitates safe and responsible development, construction, and occupancy of buildings and properties in our community. In 2023, the division issued over 57,000 permits with a construction value of $11.15B. In addition, the division conducted over 41,000 inspections and almost 85,000 plan reviews. We strive to provide prompt and courteous service to our customers, ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety, protect the environment, and support economic growth through the issuance of permits and inspections. The Civil Plan Reviewer position resides within the Civil Site Development Group of the Harris County Engineering Department - Permits Office. The position works within a team that performs a technical review of engineered plans to determine conformance with Harris County regulations.

Job Duties and Responsibilities

The responsibilities of the Civil Plan Reviewer shall include, but are not limited to the following:

 

  • Reviews construction plans submitted to ensure compliance with Harris County Design Standards and all applicable local, state, and federal codes and guidelines.
  • Conveys detailed instructions relative to permitting.
  • Performs data entry of the requirements related to the issuance of permits.
  • Communicates with the public by telephone and in person to inform them of specific aspects of the regulations.
  • Interfaces with various sections of the Permit Office by verbal and written communication
  • Position involves performing multiple tasks, meeting deadlines, and occasionally working extended hours.
  • Performs daily functions with minimum supervision. During emergency response situations for our community, such as hurricanes or floods, the position may be tasked with additional duties.

Requirements

Education:

  • Associate degree in civil/construction technology, Civil Engineering, or a closely related field
  • Two (2) years' experience in construction, project management, or civil engineering.

  • Bachelor's degree in civil engineering or related field.

Knowledge, Skill & Abilities (KSAs)

 

  • Knowledge of principles and practices of civil engineering and surveying including design, construction, drainage infrastructure design and operation
  • Knowledge of commercial development, methods, materials, and techniques used in construction.
  • Must be proficient in the use of personal computers.
  • Must have good verbal and written communication skills and must be able to communicate effectively with the public.
  • Ability to read and comprehend construction plans.
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
  • Ability to establish effective working relationships with co-workers, developers, private engineers, and members of the public; perform technical reading and writing; effectively utilize engineering design standards; assess and prioritize multiple tasks, projects, and demands; take initiative and exercise sound independent judgment within areas of responsibility.
  • A valid driver's license (Texas upon hire) and a good driving record. (Must provide and maintain proof of automobile liability insurance upon employment)

Preferences

Education

  • Engineer In Training (E.I.T.) certification from the Texas Board of Professional Engineers (TBPE) 

 

Experience

  • General plan review.
  • Knowledge of FEMA floodplain regulations, floodplain mitigation concepts, ability to read site grading plans.
  • Spanish fluency a plus.

 

General Information

Position Type, and Typical Hours of Work:

Full-Time | Regular | 40 hours per week.

Hybrid schedule: Three days in the office and two days working from home.

Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.  

 

Salary: 

Commensurate with experience, based on 26 pay periods.

 

Physical Demands and Environmental Exposure: 

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
