Summary Description

The Assistant Administrative Services Director will concentrate on the reputation of City Hall and customer satisfaction to achieve high standards of overall productivity through creative approach and active experience. This position manages, directs, prioritizes, plans for, and supervises staff to provide administrative support to department directors and division managers. This position will also function as a Deputy Treasurer to the Administrative Services Director, requiring knowledge of treasury and/or finance, internal controls, cash handling, and investments.

Duties, Functions and Supervision/Accountability

Serves as the manager of the Administrative Support Division of the Administrative Services Department. Tasked with supervising, scheduling, training and hiring members of the Administrative Support team. Responsible for overseeing and maintaining a high level of customer service for external and internal customers of City services provided by the Service Center. 

Assists with telephone and counter inquiries when needed.

Coordinates the systematic destruction of documents through established procedures in accordance with records retention schedules.

Assists Administrative Services Director with utility bill and property tax collection and settlement in accordance with Wisconsin State Statute, including but not limited to:
       •   Calculation, preparation, administration, and monitoring of the entire collection process.

Maintains the security of City funds by administering appropriate internal controls and cash handling procedures for employees who process City funds.

Maintains and reconciles a petty cash drawer. Oversee the processing of purchase orders and petty cash slips for department managers, City Administrator, and elected officials.

Assists with strategic analysis, decision making, banking transfers, and reconciliation for investment of City funds in accordance with City Policy and State Statutes.

Qualifications

Associate’s degree or comparable work experience in business management, office management or a similar field. Must possess five years of increasingly responsible clerical experience in an office setting. Must demonstrate leadership or supervisory skill and experience.

Experience in a municipality or governmental office setting is highly preferred, with exposure to Treasury and/or Clerk departments desired.

A selected candidate must complete the three-year UW Green Bay Treasurer Institute course within five (5) years of hire.

Requires possession of a valid Wisconsin Motor Vehicle operator’s license and willingness to use own transportation while performing required duties. Evidence of personal motor vehicle liability insurance, subject to minimum policy limits per the City’s travel policy, is required to use personal vehicle for City business.

Paid Time Off (PTO) Schedule
1-3 Years         23 days per calendar year (pro-rated first year)
4-6 Years         25 days per calendar year
7-9 Years         28 days per calendar year
10+ Years        30 days per calendar year
 
Holidays: Ten (10) per year as outlined in the City of Oak Creek Personnel Manual.
 
Health Insurance: The City offers a self funded medical plan.  Specific plan offered is subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. Employee contributes toward monthly premium.  Employees who waive health insurance are eligible for a waiver incentive paid into a deferred compensation plan; $3,000 for waiving family coverage, $1,500 for waiving single coverage.

Dental Insurance: Delta Dental or CarePlus plan. Specific plans offered are subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service.  City pays 100% of premium.

Vision insurance: Voluntary (employee-paid) plan available through Superior Vision.  Employee is eligible for coverage on the first of the month following 30 days of service.  Family, limited family, and single options available.

Flexible Spending Accounts (Section 125 plan):  Medical Reimbursement and Dependent Care available for pre-tax savings on expenses.  Pre-tax payroll deductions can be used to offset the cost of these expenses.
 
Pension: Wisconsin Retirement Fund. Employee pays employee share of WRS contribution rate each pay period pre-tax.
 
Life Insurance: Basic Life insurance equal to annual salary. Paid for by the City through the Wisconsin Retirement System.  Effective the first of the month after 31 days of service.  Additional units available at employee cost.  Spouse and dependent coverage also available.

Long Term Disability: The City provides and pays for core plan coverage for 75% of wage up to $27,000; employee has the option to buy-up up to 75% of full wage.

Deferred Compensation (Section 457 retirement plan): Employees may contribute via payroll deduction toward a deferred compensation plan.  Pre-tax and Roth options are available.

Employee Assistance Program:  Employees and members of their household may contact the Employee Assistance Program to receive free problem assessment, short term counseling, referral, and follow-up to assist in addressing their personal needs.
