Position Description

The Anoka County Strategic Planning and Data Management Department mission is to work with all customers, stakeholders and vendors to deliver compliant, best practice and sustainable results. The department has an immediate opening for Senior Procurement Specialist who will perform various traditional duties under direction of the Purchasing Manager. Some of the critical responsibilities of this position include leading the procurement of complex goods, services, construction, and technology.

 

This is a full-time, exempt, hybrid position. Interviews will take place the week of June 9th, 2025 for those selected to move forward in the hiring process.

 

Pay & Benefits

  • Salary: $74,214 to $89,065 ($35.68 to $42.82 per hour).
  • 2025 Anoka County Salary Schedule Grade 34: $74,214 to $103,896 ($35.68 to $49.95 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.  
  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

 

Job Duties and Responsibilities

  • Leads and performs complex procurements in accordance with applicable statues, laws, rules and regulations.
  • Facilitation, planning, organizing, and coordinating people, processes, technology, and documentation.
  • Work cross-functionally and collaboratively with all levels of government, county staff, public officials, and external vendors/suppliers in a professional manner.
  • Conducts complex cost/value analyses to evaluate potential savings; recommends cost saving strategies.
  • Recommend and understand contract terms and conditions for sourcing events and contract negotiations.
  • Network with industry procurement professionals and remain up to date with public procurement.
  • Provide leadership, training, and/or mentoring to a subordinate group.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree in Business, Public Administration, Business Law, Finance, Purchasing, or closely related field
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Verifiable work experience with duties closely related to those of the Senior Procurement Specialist

Preferred Knowledge, Skills, and Abilities Needed

  • 4-6 years complex government buying experience 
  • Strong knowledge and experience with leading the procurement of services, construction, and/or technology
  • Strong knowledge of statues, laws, rules and regulations for procurement compliance
  • Strong experience and skill with software including Word, Excel and other finance/procurement related software tools
  • Strong attention to detail and ability to recall information
  • Strong customer service skills and professionalism
  • Strong cognitive, critical thinking, creative thinking, and problem-solving skills
  • Strong verbal and written communication skills and use of audio and video communication tools
  • Strong facilitation, leading, and project management skills
  • Ability to easily pivot in a multi-tasking environment

Physical Demands and Work Conditions

  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work
  • Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment
  • Occasional travel to other county work sites as needed
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle
