CODE ENFORCEMENT OFFICER

Join the City of Garden Grove as a part-time Code Enforcement Officer! The Code Enforcement team prides itself on friendliness and customer service. We are team-oriented and work on a wide range of code cases that require diligence and creativity. We are venturing into a new age where evening and weekend Code Enforcement is vital to the health, safety, and wellness of the community.
Under general supervision, the part-time Code Enforcement Officer investigates complaints from the general public, identifies violations of City codes, and works to achieve compliance with City codes. This position will boost Code Enforcement efforts on evenings and weekends, and may assist the Garden Grove Police Department with activities requiring Code Enforcement support. The ideal candidate will: possess strong oral and written communication skills; be customer service oriented; able to diffuse interpersonal conflicts; and be willing to work nights, weekends, and holidays as needed. This is a part-time, unbenefited position limited to 1,000 hours per fiscal year. The position will work approximately 18 hours per week.

Conduct inspections to evaluate compliance with established municipal codes and regulations; identify properties and areas which are not in compliance; issue non-compliance citations; and educate the general public regarding City codes and regulations to achieve voluntary compliance;
Perform extensive field work including interaction with citizens, property owners, tenants and business owners, and provide on-going customer service regarding all matters related to municipal codes and regulations;
Conduct research to determine governance or to resolve code compliance issues;
Prepare written correspondence, reports and public education materials;
Work as part of a Neighborhood Improvement team to develop innovative approaches that encourage property owners, managers and tenants to better maintain and/or upgrade their properties;
Participate in the on-going review and update of applicable City codes;
Work with City Attorney to prepare cases for court and provide court testimony as needed;
Participate in the design, coordination and administration of the Code Enforcement Volunteer Program and other public education programs.
EDUCATION AND EXPERIENCE
Education: High school diploma or equivalent.
Experience: Two (2) years of responsible experience in obtaining compliance with regulatory codes, public laws, or guidelines, including conducting public inspections, customer services operation and/or complaint investigations. Experience in a directly related municipal function or other government setting is highly desirable.
KNOWLEDGE OF
Customer service techniques and principles; and proficiency with personal computer software applications, particularly MS Word.
ABILITY TO
Learn, appropriately apply, and retain knowledge of a complex system of codes, regulations and processes; provide excellent customer service, treat the public diplomatically and with respect, and maintain effective working relationships with other City employees, as well as others encountered in the course of work; be solution-oriented, persuasive and assertive, without being confrontational, in pursuit of code compliance; conduct research of City regulations, records and permits; work closely with detail and ensure accuracy of information in all communications and records; communicate clearly and concisely, both orally and in writing, and use a personal computer to prepare a variety of reports, memos, letters and brochures.
OTHER REQUIREMENTS
Must possess a valid California Class “C” driver’s license and an acceptable driving record. Possession of P.C. 832 is required at time of application.
Certification as a Certified Code Enforcement Officer and ICC certification as a Certified Building Inspector or equivalent are considered highly desirable.
