SUMMARY OF POSITION
The Assistant Director of Public Works supports the leadership and management of the Public Works Department, which encompasses Water, Wastewater, Streets and Drainage, Facilities Maintenance, Fleet, Environmental Services, Facilities Construction, Support Services, and Right-of-Way Management. This role is responsible for implementing strategic initiatives and ensuring the consistent delivery of high-quality, efficient core services to the residents of McKinney. Employees in this position will bring a strong blend of operational expertise and leadership capability to oversee the maintenance, operation, and renewal of the City's critical infrastructure.

ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Assists in the leadership, strategic direction, and daily operations of the Public Works Department to ensure alignment with City policies, priorities, and long-term goals.
  • Oversees multiple operational divisions as assigned by the Director including Water, Wastewater, Streets and Drainage, Facilities Maintenance, Fleet, Environmental Services, Facilities Construction, Support Services, and Right-of-Way Management.
  • Collaborates with the Public Works Director to develop and implement departmental policies, performance goals, and long-range capital planning initiatives.
  • Ensures the efficient, high-quality delivery of essential public services in compliance with all applicable federal, state, and local regulations.
  • Provides leadership and oversight to division managers and staff; fosters a culture of accountability, innovation, teamwork, and continuous professional development.
  • Assists in the preparation and management of the department’s annual budget; monitors expenditures to ensure fiscal responsibility and alignment with operational needs.
  • Leads efforts in asset management, infrastructure maintenance and renewal, and the advancement of sustainable operational practices.
  • Coordinates cross-departmental and inter-agency collaboration to support the successful execution of public works projects and initiatives.
  • Manages the planning, scheduling, and execution of capital improvement projects, ensuring timely delivery, budget adherence, and quality assurance.
  • Responds to emergencies, service disruptions, and citizen concerns; provides timely communication and resolutions to ensure public confidence.
  • Utilizes data analysis and key performance indicators to evaluate operational effectiveness, inform decision-making, and support continuous improvement.
  • Supports the ongoing development and implementation of the City’s work order management system, including the creation of dashboards and data analytics to drive efficiency and results.
  • Engages proactively with residents, stakeholders, and community groups to foster trust, transparency, and collaborative partnerships.
  • Prepares and presents reports, briefings, and presentations to City Council, boards, commissions, and citizen groups as required.
  • Promotes a service-oriented culture aligned with the City’s core values of Respect, Integrity, Service, and Excellence; leads by example in setting high standards for performance and conduct.
  • Serves as Acting Director of Public Works in the Director’s absence.

  • Knowledge of asset management principles and practices to guide infrastructure planning, maintenance, and replacement.
  • Comprehensive understanding of federal, state, and local laws, regulations, and standards relevant to public works operations and service delivery.
  • Familiarity with inventory management, procurement, and purchasing procedures for fleet, equipment, and materials.
  • Knowledge of City policies, procedures, and governance structure.
  • Strong awareness of occupational health and safety rules, procedures, and risk management in public works environments.
  • Skilled in planning, implementing, and evaluating departmental procedures, operational goals, and performance metrics.
  • Proficient in responding to and managing emergencies, including natural disasters, service outages, or infrastructure failures.
  • Demonstrated ability to supervise, coach, and develop staff; delegate responsibilities effectively and foster a positive, productive work environment.
  • Skilled in resolving citizen concerns and customer service issues with diplomacy, patience, and professionalism.
  • Ability to remain calm and effective under pressure while addressing complex or sensitive situations.
  • High level of personal integrity, accountability, and dependability with a strong results-driven mindset.
  • Flexible and adaptable to changing priorities, organizational needs, and external conditions.
  • Excellent verbal and written communication skills, including the ability to prepare clear reports, presentations, and correspondence.

Required Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

Bachelor’s Degree from an accredited college or university in Engineering, Construction Management, or other related field supplemented by six (6) years of previous progressively responsible experience in management of public works operations including at least five (5) years in a supervisory or administrative capacity, or an equivalent combination of training and experience.

PREFERRED QUALIFICATIONS

  • Five (5) years of experience working in Municipal Government.

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License.

Physical Demands/Supplemental

PHYSICAL DEMANDS
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (25 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.   Some tasks require visual and sound perception and discrimination and oral communications ability.


WORK ENVIRONMENT
Essential functions are regularly performed without exposure to adverse environmental conditions.
