General Statement of Duties

Performs difficult work assisting the Director of Water Resources in planning, organizing, coordinating, and directing the operations, maintenance, and long-term capital investment in the water, wastewater and stormwater systems. Work is performed under the general direction of the Water Resources Director.  Supervision is exercised over assigned personnel.

Distinguishing Features of the Class

An employee in this class provides strategic direction and management oversight to staff involving utility operations, maintenance and capital investments in utility infrastructure.  Makes recommendations to leadership regarding long term utility capacity planning, regulatory compliance and emerging technologies.  Work is performed in accordance with established procedures, local ordinances, and North Carolina General Statutes. Work is performed under the direction of the Water Resources Director. 

An employee in this class may be required to work and attend meetings outside regular business hours and may be required to respond to emergencies. The position also requires local travel within and outside the Mooresville area.

Duties and Responsibilities

Performance of lower- level duties may be required. Essential functions include, but are not limited to:

Plans, organizes, directs, and coordinates activities of assigned divisions, facilities or programs involved in management of water, wastewater, and stormwater systems for the department; evaluates overall operations and efficiency of the department.

Participates in long-term water supply planning.

Prepares/reviews comprehensive short- and long-range plans for all aspects of the department including water/wastewater capital improvements, financing, and program development.

Recommends employee hiring, promotions, suspensions, terminations, and merit advances across the divisions.

Provides updates, information and recommendations to the Department Director on projects, policies, programs, and information on operational performance, challenges and critical needs.

Develops priorities and strategies regarding organizational development/improvement initiatives.

Oversees and administers regulatory programs, such as compliance with various components of the Safe Drinking Water Act and Clean Water Act.

Ensures compliance of all OSHA safety regulations and a workplace free of recognizable hazards is maintained.

Provides technical expertise on engineering activities and on effective practices and methods of water/wastewater system operations; prepares system operation plans and procedures.

Prepares requests for proposals for engineering and other professional services; reviews and prepares plans, specifications, and technical documents for construction projects, administers contracts.

Assists with development of standard specifications, details, and procedures governing water and wastewater facility construction as they relate to private land development and internal capital projects.

Communicates effectively and timely to staff and conducts routine meetings to ensure staff engagement with the operation.

Responds to emergencies as needed or directed by the Director.

Minimum Education and Experience

Any combination of education anexperience equivalent to graduation from an accredited college or university with bachelor’s degree in environmental or civil engineering or a relevant field, and five to seven years of progressively responsible professional experience in a municipal or private water and/or wastewater utility

Special Requirements

Professional Engineers license, A Surface Water Treatment Operator Certification or Wastewater Treatment Grade IV preferred.

Valid U.S. Driver License required upon start date. Valid North Carlina Driver License required within thirty (30) days of start date.
