GENERAL STATEMENT OF DUTIES
Investigates information regarding the care of animals, and interviews witnesses, obtains search warrants and works with law enforcement in execution of search warrants, prepares cases for civil and criminal trial.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for protecting public health against the devastating effects of Rabies. This position also investigates information regarding the care of animals, and interviews witnesses and obtains search warrants to work with law enforcement in execution of those warrants to prepare cases for civil and criminal trial. This employee must demonstrate good judgment, common sense motivation, dependability, and enthusiasm for the job. The employee must be able to assume responsibility and make good decisions under pressure, as well as, maintain a positive and productive working relationship with the community, local law enforcement agencies, and veterinarians and other animal related organizations. Work is performed under the general supervision and is evaluated by review of records and reports, in discussion, and by the public's perception of work.

Duties And Responsibilities
- Investigate reported and/or suspected animal cruelty calls and
complaints.
- Investigate reported and/or suspected animal mistreatment.
- Assist citizens with available resources needed to care for their
animals.
- Understand and be familiar with all pertinent legislation.
- Advocate with local and state representatives for animal
welfare legislation.
- Develop and maintain a positive working relationship with law
enforcement, magistrate, District Attorney, and local animal
groups.
- Build strong civil or criminal cases by use of strong
documentation, photography and video.
- Investigate reported animal bites and suspected rabid animals.
- Investigate barking dogs and other animal public nuisance
reports.
RECRUITMENT STANDARDS
Knowledge, Skills, And Abilities
- Working knowledge of state and local laws relating to animal
confinement, animal cruelty, and rabies control.
- Knowledge of Public Health principles, animal control issues,
practices and programs.
- Knowledge of Domestic Preparedness principles as it relates to
animal emergencies, practices and programs.
- Knowledge of Health & Environmental Risk practices, principles
and programs as it relates to animals.
- Working knowledge of human equipment and techniques for
capturing and caring for animals.
- Working knowledge of the signs of rabies.
- Ability to communicate effectively both verbally and in writing.
- Ability to maintain effective working relationships with other
employees.
Typical Qualifications
Minimum Qualifications
Completion of high school or GED, with a valid Driver's License and completed the National Animal Control Course.

Physical Demands and Work Conditions
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Must be able to perform heavy work exerting force up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must possess the visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned.
Driving Is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
