Description

This position assists the Finance Department with budget development & monitoring under the supervision of the Finance Director. An ideal candidate would be self-reliant, self-motivated, work well within a team & possess a Bachelor’s Degree in Accounting, Finance or a related field. In addition, the ideal candidate would be able to perform detailed work accurately and independently and possess the time management skills to prioritize duties with a high volume of work that constantly changes in priority.

**Please note: We are accepting applications at the analyst & manager level. Title & compensation for the selected candidate will be based upon education & experience.**

Budget Manager Salary Range $94,000.00 - $100,000.00
Budget Analyst Salary Range $75,000.00 - $85,000.00

Examples of Duties

  • Assists senior management with the budget development process.
  • Develops & reviews budget and policy information & makes recommendations to senior management.
  • Assists with revenue forecasting, develops annual financial and economic trend data. Both short- & long-range analyses.
  • Monitors overall revenue and expenditures throughout the fiscal year for compliance with budget projections. 
  • Analyzes monthly department budget reports and advises Finance Director of potential problems. 
  • Researches, analyzes and evaluates budget overages. 
  • Assists with compiling budget data for preparation of the City’s budget including position control analysis and salary & benefit analysis. 
  • Assists in the preparation of the City’s annual budget book.
  • Assists in the preparation of the City’s Capital Improvement Plan (CIP).
  • Participates in work sessions with department heads, key personnel and/or their designees in the preparation and control of operating & capital budgets.
  • Completes paperwork for debt service payments & ensures all payments are made in accordance with the City’s debt service schedule. 
  • Represents the Finance Department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies and activities.  
  • Provides assistance in the implementation of new budget & accounting standards.  
  • Provides support to the Finance Director and other duties as assigned.

Typical Qualifications

Budget Analyst

Minimum Education and Experience:

  • Bachelor’s degree in Accounting, Finance or a related field.
  • At least 2 years of budget and/or accounting experience. 

Budget Manager

Minimum Education and Experience:

  • Bachelor’s degree in Accounting, Finance or a related field. Master’s degree preferred.
  • At least 5 years of budget and/or accounting experience. Local government experience preferred.

Knowledge:

  • Knowledge of budget processing
  • Knowledge of budget monitoring 
  • Knowledge of principles, methods and practices of accounting (GAAP)
  • Knowledge of debt service 
  • Thorough knowledge of data processing applications and procedures
  • Comprehensive knowledge of Microsoft applications (Excel, Word & PowerPoint)
  • Knowledge of federal, state, and local laws, policies & ordinances related to fiscal operations.  

Skills:

  • Quantitative and analytical skills
  • Project-management skills and time-management skills.
  • Communication skills 
  • Experience working with BAI, MUNIS and ClearGov preferred. 

Abilities:  

  • Ability to apply knowledge of accounting standards and budgeting practices.
  • Ability to research, analyze and reconcile financial data.
  • Ability to prepare, file and maintain clear and accurate financial records and reports.
  • Ability to make calculations and review fiscal and related documents accurately and rapidly.
  • Ability to utilize automated accounting systems.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to understand and carry out written and oral instructions;
  • Ability to establish and maintain effective working relationships with other employees, City officials & others encountered in the course of work.
  • Ability to operate a computer, calculator and other standard office equipment; use accounting, spreadsheet and word processing software programs.
  • Ability to organize and prioritize work in order to meet deadlines.
  • Ability to interpret, apply and reach sound decisions in accordance with laws, rules, regulations and department procedures.
