Job Summary

The Emergency Manager is a senior management level position withing the City Manager’s Office. This position is responsible for managing and coordinating all city activities in emergency preparedness, mitigation, response, and recovery. This is accomplished through providing guidance and advice to the city’s senior leadership, elected body, and staff in all departments, especially those with emergency incident responsibilities. The Emergency Manager maintains and updates the city’s Continuity of Operations Plan (COOP), Emergency Operations Plan (EOP), and develops Rockville’s contributions to emergency-related plans from other levels of government (E.g., Montgomery County) to ensure operational readiness in non-emergency conditions, and coordinates city staff and operations in times of emergency.

This position represents the City of Rockville in order to maintain and strengthen the city’s relationship with local, state, and regional partners in the Emergency Management space, including public safety and emergency service providers, the Montgomery County Office of Emergency Management and Homeland Security’s (OEMHS) Emergency management Group, the Metropolitan Washington Council of Governments’ (MWCOG), the Maryland Municipal League (MML), and other appropriate local, state, and federal agencies. The Emergency Manager oversees the city’s Emergency Operations Center (EOC) and develops and maintains facility-level emergency plans in coordination with the city’s Human Resources Department Safety and Risk Division. Work is performed under the general direction of the Assistant City Manager and is carried out in accordance with functional precedents, established practices and well-defined policies, but independent judgment and initiative is expected.

Essential Job Functions

  • Coordinate, develop, update, maintain, and implement the Emergency Operations Plan (EOP) for the city and serve as a resource to city departments to maintain operational readiness.
  • Lead the development and assist city departments in updating and maintaining department-level Continuity of Operations Plans (COOP).
  • Coordinate the implementation of the Incident Command System to ensure response activities are performed in accordance with procedures outlined in the city's Emergency Operations Plan.
  • Develop procedures to provide and augment essential services in time of emergency and coordinate the actions and uses of government assets during exercises, incidents and/or disasters (E.g., damage assessment, etc.).
  • Develop, plan, coordinate and implement periodic training exercises for elected officials, department personnel, emergency responders, volunteers, and business community to evaluate the city's preparedness and capabilities to respond to various potential emergencies.
  • Maintain strong collaboration with all city departments, Charter Offices and elected officials, and, externally, serve as the primary liaison to integrate Rockville’s role with other municipalities, the Montgomery County’s Office of Emergency Management and Homeland Security (OEMHS), who has statutory emergency management authority, as well as the Metropolitan Washington Council of Governments’ (MWCOG) Regional Emergency management Working Group, the Maryland Municipal League’s (MML) Emergency Management Officials Department (EMOD), and other state, regional, and federal public safety agencies, including the Maryland Emergency Management Agency (MEMA), the Federal Emergency Management Agency (FEMA), and the United States Department of Homeland Security (DHS) as necessary to ensure the effective administration of emergency programs and operations.
  • Develop, build out, and maintain the city’s Emergency Operations Center (EOC).
  • Lead Rockville’s community preparedness efforts by: engaging with Rockville residents through public presentations/speeches at special events, civic organizations, etc. (including television, radio and/or newspaper interviews or appearances); developing and distributing emergency preparedness materials to residents to raise awareness and educate the community on how to prepare for and protect themselves from potentially dangerous natural disasters and other hazards and threats to the city; coordinating with the city’s Communication and Communications and Community Engagement Department to develop and maintain a system of advanced/early warning to the public of impending natural weather and other threats.
  • Coordinate with the Department of Human Resources Division of Safety & Risk Management to develop and maintain an employee emergency notification system, and ensure that adequate emergency warning and evacuation/in-place sheltering plans and procedures are developed, implemented, and exercised at city of Rockville facilities for threats such as fire, sever weather, violent intruder, etc.
  • Keep informed of federal, state and local regulations affecting emergency plans and ensure that the city’s plans adhere to these regulations.
  • Assist in the development of applications for state/federal funding for emergency management related needs, manage such grants and/or reimbursements for city expenditures and report on their progress.
  • As appropriate, appear before the City Council and public groups to explain emergency management-related goals and objectives, operations, and activities.
  • Attend meetings, conferences and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management professionals to benefit city staff, residents, and businesses.
  • Perform required administrative tasks such as preparing the Emergency Management function’s annual budget, reporting on performance measures, relevant purchasing, supply management, data processing, and file management.
  • Perform other duties and projects as directed by the Assistant City Manager.

Qualifications

Education and Experience: Bachelor's or Master's degree in Emergency Management, Public Administration, Fire Science, Law Enforcement, or related field from an accredited College or University and a minimum of five (5) years of experience in Emergency Management at a Local, State or Federal government agency or any equivalent combination of education and experience.

Certificates, Licenses, Registrations: Applicants must have successfully completed the following training courses or recognized equivalents: ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS-800. An IAEM Certified Emergency Manager credential is required or must be earned within one year of starting the position. Having completed FEMA Exercise Design and Exercise Control Courses preferred. Must possess a current and valid Class "B" Maryland driver's license, or a comparable driver's license issued by the employee's state of residence, and a proven safe driving record.

Proficient in the use of typical word processing software such as Microsoft Word and the use of spreadsheet software such as Microsoft Excel. Able to learn and apply other office software and automated office procedures. Ability to operate typical office equipment.
  • REASONING ABILITY - Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to structure, schedule and coordinate work assignments and programs emphasizing timeliness and quality. Ability to anticipate and adjust to change.
  • JOB KNOWLEDGE – Thorough knowledge of principles and practices of emergency management, including operational experience with law enforcement, fire and EMS disciplines including knowledge of all phases of emergency management and emergency communications. Knowledge of state, federal and local laws, rules, statutes, and regulations as they relate to emergency management and public safety.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to everyday risks or discomforts requiring normal safety precautions typical of an indoor office environment. The employee must observe safe work and driving practices and established safety policies and procedures under changing conditions. While performing the duties of this job, the employee is occasionally exposed to the extremes of outdoor weather conditions. The noise level in the work environment is usually quiet to moderate.

Employees may join the City's dental program and receive dental benefits in addition to any such benefits provided by the group health plans. Group Life Insurance

The City provides life insurance equal to one and one-half times an employee's base salary. There is no cost to the employee for this benefit. Employees have the option of purchasing additional supplemental life insurance coverage for self, spouse and dependent child(ren). Sick Leave

Sick leave is earned monthly at the rate of 1.25 days per completed month of service. There is no waiting period for using earned sick leave nor is there a limit to the amount of earned sick leave that may be used in connection with any legitimate illness.

Dependent Care FSA

The Dependent Care FSA allows employees to set aside up to $5,000 on a pre-tax basis for eligible dependent care expenses. Prior to the beginning of each calendar year, employees estimate the amount of these eligible expenses and agree to have this amount deducted from their annual salary on a bi-weekly basis. Employees avoid paying federal, state, and Social Security taxes on the total amount of their deferral. When expenses are incurred, employees submit a receipt and are reimbursed from their account. Medical FSA

The Medical Care FSA allows employees to set aside up to $3,200 on a pre-tax basis for eligible health care expenses. Prior to the beginning of each calendar year, employees estimate the amount of these expenses and agree to have that amount deducted from their annual salary on a bi-weekly basis. Employees avoid paying federal, state, and Social Security taxes on the total amount of their deferral. An employee may use a FSA debit card to pay for eligible expenses, or may submit receipts when expenses are incurred in order to be reimbursed from their account. Pre-tax Deductions for Health Insurance

Through Section 125 of the Internal Revenue Code, pre-tax payroll deductions may be made for the City's health and dental insurance premiums. Pre-tax deductions allow employees to avoid paying Federal, State, and F.I.C.A. taxes on the amounts of these payroll deducted premiums.

Retirement Programs

Retirement Plan

The City's retirement plans consist of a Defined Benefit and a Defined Contribution portion. Administrative and Union employees may contribute between one (1) and five (5) percent of their base salary, on a pre-tax basis, to the defined contribution portion. The deferral election is made at the time of employment and may not be changed. Therefore, employees are advised to give considerable thought to their decision of what percent to contribute. The City will make a matching contribution of 50 cents for each dollar contributed. A minimum of one (1) percent participation is mandatory.

Employees have different investment fund options in which to direct contributions. The investment direction may be changed biweekly. Vesting in the Defined Contribution portion occurs at the beginning of the 3rd year. Normal retirement is age 60 or 65 depending on date of hire.

The Defined Benefit portion of the retirement plan is based on a percentage of average annual salary multiplied by length of credited service. Administrative employees are required to make a mandatory one (1) percent contribution to the Defined Benefit portion of the plan. Vesting occurs after ten (10) years.

Police Officers contribute 8.5 percent of their earnings on a pre-tax basis to a defined benefit pension plan. Normal retirement for police officers is permitted at the earlier of age 60 or after 25 years of service, regardless of age. Benefits at retirement are based on a percentage of final average earnings multiplied by length of credited service.

Deferred Compensation (457) Plan

The deferred compensation plan is designed specifically for City employees, and makes it possible to defer income and the payment of income taxes on the deferred investment. The plan is not meant for short-term savings or investment purposes as monies deferred are generally not available until termination or retirement.

Employees may defer the lesser of 25 percent of base salary or a minimum of $10.00 per pay up to the current IRS limit on a pre-tax basis.
