Under the administrative direction of the City Manager, is responsible for all personnel and activities of the Fire Department. This position performs in an executive capacity to ensure City welfare and growth is accounted for when developing and implementing departmental goals and objectives. Incumbent plans, organizes, and directs the emergency organizations concerned with preventing loss of life and property by fire, supervising all aspects of the administration of the Department and sub-divisions. Incumbent must be committed to the highest professional standards, demonstrate exceptional character, integrity, fairness, transparency and consistency within the department. Work is performed with considerable independence and latitude in supervising.

Examples of Duties

  • Directs and is responsible for personnel, property, and operations of the department.
  • Reviews departmental operations through written reports or personal observation and takes necessary action to improve operations.
  • Directs the administrative and departmental budget exercising control over expenditures and assessing the need for and recommending the addition of new personnel, material, apparatus or supplies.
  • Develops and implements departmental policy and procedures and ensures they are followed by members of the Department.
  • Responds to major alarms and personally ensures the proper direction of activities at large fires or disasters and/or reviews the supervisory activities of subordinates at other emergencies.
  • Works with other departments/agencies on mutual aid agreements.
  • Supervises and reviews the activities of various sub divisions within the Department such as the fire prevention, building inspection, and code enforcement.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Meets with union representatives and handles grievances as necessary.
  • Assists with union negotiates and administers collective bargaining agreement.
  • Serves as the Emergency Management Coordinator for the city.
    • Serves in the EOC as assigned by the City Manager.
    • Assigns, with concurrence of City Manager, Emergency Management positions to city personnel, including department heads.
    • Ensures coordinated response by city departments in preparation for local emergencies.
    • Monitors, and forwards, when necessary, State notifications, advisories, plans and/or reports to the City Manager
    • Maintains Emergency Management Information on Share Drive, update information as necessary
    • Ensures NIMS compliance for assigned personnel training and tracking
    • Schedules EM training on an annual and/or “as-needed” basis
    • Oversight of damage assessment activities and reporting
    • Serves as liaison for the city to Brevard County Emergency Management’s staff.
    • Maintains relationship with Synergy NDS representatives
    • Supports Emergency Operations Center activities and operations
  • Develop strategic plans and ensure the effective implementation to protect the community needs from potential hazards and the services necessary to mitigate them.
  • Performs other duties as assigned or required.
Minimum Qualifications

  • Completion of a Bachelor's Degree program from an accredited college or university with major course work in Fire Science, Public Administration, or a related field.
  • Formal training in modern fire administration methods and procedures, and at least seven (7) years of experience in fire services with progressive supervisory experience to include at least five (5) years of upper-level fire management

Licenses, Certifications or Registrations:

  • Must possess and maintain valid State of Florida certification as an Emergency Medical Technician (EMT) or Paramedic throughout employment.
  • Must possess and maintain valid Florida Firefighter II certification throughout employment.
  • Out of state candidates must obtain the State of Florida Emergency Medical Technician or Paramedic certification as well as the Florida Firefighter II certification within one year of appointment.
  • Completion of minimum standards as required by the State of Florida and ICS classes IS100, IS200, IS700, IS800, G300 and G400.
  • Completion of L-950 NIMS ICS All Hazards Incident Commander and/or other ICS Section Chief level position, preferred.
  • Must possess and maintain a valid Florida Driver's license, or the ability to obtain within 10 working days of employment.

Knowledge, Skills And Abilities

  • Must possess a thorough knowledge of principles of budgetary development and fire department administration in the areas of organization, fire prevention, fire rescue, building inspection, code enforcement, and program development.
  • Extensive knowledge of principles and practices of modern firefighting equipment and apparatus.
  • Ability to establish and maintain positive, effective working relationships with department employees as well as the general public.
  • Effectively communicate with City Council, community leaders, other city director’s, city employees and the general public.
  • Ability to work in a political environment.
  • Ability to maintain composure during times of conflict and turmoil.
  • Ability to withstand constructive and non-construction criticism with respect and professionalism.

Physical Demands:

  • Ability to work in unpleasant conditions such as heat, cold, fumes, odors, wetness, humidity, smoke, and fire.
  • Ability to operate a motor vehicle.
  • Ability to load and unload heavy objects weighing up to 50 lbs.
  • Ability to hear and understand normal conversation and normal radio communications.
  • Ability to use senses which include sight, smell, hearing, and touch as aids in the troubleshooting of malfunctioning equipment, firefighting and hazardous conditions.
  • Ability to see and read letters, numbers, words, characters, and symbols which are both large and small as well as identifying colors.
  • Ability to print and draw letters, numbers, words, characters and symbols that are legible and understood by others.
  • Ability to move back and forth and sideways while bending, kneeling, or squatting with approximately 50 lbs. of equipment.
  • Ability to stay in a bending, kneeling or squatting position for a substantial time while carrying approximately 50 lbs. of equipment.
  • Ability to go from a standing or sitting position to a bending, kneeling or squatting position or vice-versa, periodically with approximately 50 lbs. of equipment.
  • Ability to use power/hand tools - dexterity required.
  • Ability to lift, carry, push or pull heavy weights over uneven terrain, up/down stairs or ladders up to 100 feet in height.
  • Ability to work in a dimly lit, smoky filled or completely dark condition and during hot, cold and inclement weather.
  • Ability to crawl through dark, smoky, hot, confined areas with approximately 50 lbs. of equipment while dragging a charged hose.
  • Ability to learn complex tasks and remember how to complete tasks without assistance or training.
  • Ability to mentally and emotionally deal with emergencies that may result in severe injury or the loss of human life.
