Position Description

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The Race and Social Justice Initiative (RSJI) is the City of Seattle’s long-term commitment to end institutional racism in City government. The Workforce Equity Advisor serves as portfolio lead over Seattle City Light’s internal, employee-facing efforts to advance race and social justiceThis position reports to the Race & Social Justice (RSJ) Program Manager in the People & Culture business unit.

Job Responsibilities

This position leads the progressive development and strategic implementation of Seattle City Light’s workforce equity portfolio. Detailed below, the three functional segments of the portfolio include equity analysis, employee engagement and education coupled with the impact measurement of each.

Equity Analysis

  • Review, evaluate, provide technical assistance, and make workforce equity recommendations related to utility practices, programs, policies, and procedures.

  • Make policy and resource recommendations that advocate for successful implementation of workforce equity strategies.

  • Co-create long-term outcomes, short- and mid-term metrics related workforce equity, employee engagement, and education.

  • Design and develop enterprise metrics, benchmarking methods, and reporting systems.

  • Draft, monitor, and track business cases, workplans, and project schedules as needed.


Employee Education

  • Design and operationalize RSJ learning and development opportunities for utility employees and leaders.

  • Curate and manage partnerships with vendors/consultants to perform facilitation, training, and other RSJ educational services.


Employee Engagement

  • Interface and collaborate with utility leaders to resource and implement workforce equity activities, events and programs.

  • Convene, facilitate, and/or collaborate with affinity groups, caucuses, and equity workgroups.

  • Maintain internal utility communications and websites related to the Race & Social Justice program.

  • Liaise with Seattle Office for Civil Rights, Seattle Department of Human Resources, and other relevant City of Seattle interdepartmental teams on workforce equity initiatives and issues.

Qualifications

Required Qualifications

In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

EducationBachelor’s degree in sociology, political science, public administration, public policy, social work, social justice, human resources, organizational psychology, organizational development, organizational change management, or related fields.

ExperienceSeven+ years of experience developing, operationalizing, and evaluating capacity building programs that address institutional racism, diversity, equity, inclusion and/or environmental justice. This may include program design and implementation; developing and delivering equity training; applying an equity lens and/or equity tools to programs; relationship building, outreach, and engagement; or other relevant experience.

Equivalent education, training and/or experience will be evaluated on a case-by-case basis.

  • Knowledge of the connections between climate change, green jobs, and energy market transformation.
  • Ability to engage and build relationships with diverse employees, teams, organizational leaders and external partners.
  • Facilitation skills to lead meetings, trainings, workshops, or group and individual mediation.
  • Ability to listen with empathy, assess impact with curiosity, evaluate systems for disparate outcomes, and collaborate to strategize solutions and recommendations for change.
  • Ability to influence others while leveraging cross-cultural oral and written communication skills.
  • Ability to develop and implement enterprise-wide learning and development plans.
  • Experience planning and coordinating events, trainings, and large-scale projects.
  • Skills developing and evaluating training related to diversity, equity, inclusion, race, class, and privilege.
  • Experience implementing equity and inclusion programs and change initiatives within a complex, layered organization.
  • Extensive project management experience including strategy development, measurement and tracking.
  • Strong organizational skills, including the ability to produce multiple deliverables with overlapping deadlines.

The full salary range for this position is $50.08 to $75.12 per hour.
