Requirements
Thank you for your interest in employment with the City of Greenacres. The minimum requirements for employment as a Fire Chief are as follows:
- Must have a Bachelor’s degree in Fire Science, Public or Business Administration or closely related field.
- Must possess a valid State of Florida driver's license upon hire.
- Must be fingerprinted and have prints filed with the Florida Department of Law Enforcement upon employment.
- Must be of good moral character.
- Must submit to a post offer psychological, CVSA and physical examination with drug screen. The offer of employment will be conditioned on the results of testing and/or examinations.

Essential Duties & Responsibilities
Position Summary: Plan, supervise and direct the operations of the Fire Rescue Department including Fire Prevention and Community Risk Reduction, Suppression, Emergency Medical Services, and Emergency Management.

- Plans, supervises and directs the activities of the Fire Rescue Department.
- Prepares and administers the Department’s operating budget and confers with the City Manager on formulating capital improvement programs.
- Participates in the labor agreement process; recommends labor agreement changes; monitors provisions of labor agreement; maintains positive and productive Labor-Management relations.
- Coordinates assistance to State, Federal, County and other jurisdictions involving Fire, Emergency Medical Services and Emergency Management activities.
- Represents the Fire Department in interactions with the City Council, community organizations, professional associations, and external agencies; serves as a spokesperson to the City Manager, media, and general public, providing accurate and timely information on departmental matters.
- Develops and implements Departmental procedures, rules and regulations.
- Manage the development and enforcement of fire codes and ordinances.
- Direct the operations and maintenance of equipment and facilities.
- Direct internal affairs investigations, implementing corrective and disciplinary measures as needed.
- Direct the preparation of various Fire Rescue grant applications.
- Manages the development and implementation of departmental goals, objectives, policies and priorities for all department services.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
- Plans, directs and coordinates, through subordinate level staff, the Department’s work plan; assigns projects and programmatic areas of responsibility, reviews and evaluates work methods and procedures.
- Selects, trains, motivates and evaluates department personnel; coordinates staff training; works with employees to correct deficiencies; implements promotion, discipline and termination procedures.
- Assess and monitor workloads, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
- Works collaboratively with designated Palm Beach County Sheriff’s Office representatives on public safety issues.
- Provides staff assistance to the City Manager; participates on a variety of boards, and/or committees; prepares and presents staff reports and other necessary correspondence.
- Works closely with the Medical Director in establishing emergency medical standing orders and protocols.
- Maintains comprehensive, current knowledge of applicable laws/regulations; maintains awareness of new procedures, technologies, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Direct the maintenance and repairs of Fire Rescue Department Buildings.

- Fire Rescue and EMS procedures and protocols.
- Roles and functions of federal, state, county, and local agencies as they relate to fire prevention, community risk reduction, fire suppression, emergency medical services, and emergency management.
- Principles and practices of modern Fire Rescue organization management and operation, budgeting and funds control, personnel management, and public administration.
- Experience with Insurance Services Office Public Protection Classification (ISOPPC) and Center for Public Safety Excellence (CPSE) best practices, ensuring adherence to industry standards and optimizing departmental performance.
- Experience dealing with labor agreements, grievance, and arbitration processes; proven ability to build consensus in a union environment.
- Comprehensive emergency management theory, principles and practices and their application to a wide variety of services and programs.
- Principles and practices of Fire Prevention, Suppression and Investigation, and Emergency Management and Emergency Medical Response.
- Principles and practices of municipal budget preparation and administration.
- Principles and practices of program development and administration.
- Principles and practices of leadership, motivation, team building and conflict resolution.

Education & Experience
- Bachelor’s degree in Fire Science, Public or Business Administration or closely related field.
- Ten (10) years’ experience as a Firefighter II or Fire Rescue Officer in a Fire Rescue agency with a minimum of five (5) years in a high level administrative or managerial command capacity.
- Certification as a Firefighter II and Paramedic in the State of Florida.
- Must possess and maintain a valid State of Florida Class “E” Driver’s License.
