About the Role: 
We are seeking a Equity Inclusion and Belonging Senior Manager to become part of a growing world class organization. We are looking for an enthusiastic, forward thinking, agile, detail oriented, and customer service driven employee to add to our great team.
 
This leader’s work will accelerate and improve the quality of Department of Natural Resources and Parks (DNRP) efforts to become a leader in the county’s efforts to operationalize equity. This manager will also lead efforts to align DNRP with King County’s commitment to become a more equitable, racially diverse, and inclusive. They will be integral in creating more equitable work environments and aiding the department’s divisions in delivery of Equity, Race and Social Justice (ERSJ) driven service to the community. The manager will plan, coordinate, and lead numerous multi-faceted projects and programs that advance racial equity and social justice across the organization. This is an opportunity to work with leadership and staff across DNRP, as well as in King County, to influence the decision-making and understanding of the equity impacts of DNRP efforts on staff and community.

Within the Director’s Office (DO), the EIB III (Equity Inclusion and Belonging) role provides leadership and supervisory support to the division EIB II managers and coordinates the Equity, Race and Social Justice (ERSJ) strategic direction for the department in collaboration with Division EIB managers, Human Resources and the King County Office of Equity, Race and Social Justice (OERSJ). The Manager will develop and execute DNRP’s first ERSJ strategic plan to operationalize department’s ERSJ Policy, act as the liaison between OERSJ, the DO and Divisions to ensure alignment and provide strategic guidance and partnership to the DNRP division EIBs. The Manager would serve a vital coordinating function for the advancement of DNRP Equity work and equity program management.

This position performs work remotely and onsite. 

About the Team: 
This is a leadership position in DNRP’s Director’s Office working directly with DNRP leadership and Division EIB managers to advance Equity, Racial and Social Justice (ERSJ) initiatives throughout the organization. Equity Inclusion and Belonging (EIB) Managers collaborate to foster a sense of belonging, address barriers to inclusion, and provide support for all employees. EIB Managers at DNRP drive equity initiatives across the department and with the community to create lasting change and commitment to equity, racial diversity and inclusivity.

Job Duties

What You Will Be Doing: 

  • Relationship building and advocacy – The leader should be able to establish, develop, and maintain relationships with division EIBs, community members, and staff at all levels of the organization. The manager will ensure division EIBs have proper resources to attain county, department, and division goals. Support their work at the division level when needed. The manager will stay informed of and indirectly supervise division EIB activities and managers to ensure alignment with DNRP and county-wide strategies, goals and planning efforts. (Direct supervision of division EIB IIs is currently maintained by current Division EIB supervisors to ensure alignment of efforts with division priorities.)
  • Develop and implement an integrated DNRP ERSJ Strategic plan with Departmental Leadership, EIB division managers, and HR managers. Integrate and align the DNRP Equity Policy, division ERSJ workplans, and initiatives with Department level goals, division-specific objectives, tactics, and key performance indicators. The leader reports on progress towards the plan using ESJ specific metrics to DNRP leadership, OERSJ and HR on a regular basis.
  • Operationalize DNRP and OERSJ strategies through Department and Division programs and priorities – The leader will be responsible for defining clear deliverables, timelines, workplans, and initiatives with measurable outcomes in the ERSJ space for DNRP with EIB Managers, HR, and Department leaders.
  • Manage DNRP-wide efforts to gather and operationalize community feedback to inform policy and operational connection to community impacts. In coordination with our departmental and division leadership, the manager will coordinate efforts across divisions to engage with members of the king county community learn more about DNRP’s impact on community and build policy and process through an equity lens across our divisions.
  • Identify and mitigate systemic barriers and inequities faced by internal staff, external partners, and the communities served by DNRP. The leader will work with Division managers, EIB managers, and HR representatives to serve as focal point for the integration of race, equity, and social justice policy at the county and departmental levels.
  • Work with division leaders to infuse racial equity and social justice principles into departmental and division policy, programs, and procedures. Deep understanding of political pressures and realities especially as it pertains to ERSJ work and mitigation strategies as they are built into policy. Change management experience.
  • Liaise with the King County OERSJ representing the interests and needs of DNRP with the County and vice versa. The leader will be an integral connector and orchestrator between County and DNRP initiatives. Operationalizing County ERSJ efforts at the department/division level in a streamlined and efficient manner. Balancing the needs of DNRP and the County.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:   

  • 7+ years leading a team in equity and social justice principles and practices. 
  • Experience leading teams of people with disparate views and objectives to build cohesion and consensus.
  • Ability to foster collaborative and trusting relationships with diverse communities and stakeholders.
  • Demonstrated experience delivering comprehensive, data-driven, social justice programs or initiatives with an emphasis on operationalizing work.
  • Program management and implementation with experience creating SMART goals, developing, maintaining, and analyzing qualitative and quantitative data/metrics to measure progress and ensure accountability.
  • Thorough understanding of federal, state, and county laws and policies (1964 Civil Rights, Americans with Disabilities Act) and other relevant to equity and social justice in the workplace.
  • Deep commitment to understanding and undoing the history of systemic racism that underpins other forms of discrimination and oppression in the United States.

Working Conditions

  • Remote and Onsite Work Details: Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements 1 - 2 times a week at a King County worksite. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of  Green Where We Work.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Schedule: This full-time position works a 40-hour work week. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime-eligible  
  • Union Representation: This position is not represented.
