PAY AND BENEFITS
Annual Pay Range: $50,947.68 - $64,249.35
Hourly Pay Range: $26.127015 - $32.948384
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
At the Housing Authority of Clackamas County (HACC), we believe that everyone deserves a safe and stable place to call home. We are hiring multiple Occupancy Specialists to support vital housing programs that serve individuals and families experiencing homelessness, living with disabilities, or struggling with low incomes. This is not just a job; it is your chance to be part of the solution.
You will serve as a key connector between housing programs, landlords, and clients. Your work will directly contribute to housing stability for hundreds of families across Clackamas County.
We are currently hiring for roles in the following programs:
• Housing Choice Voucher (HCV) Program: This program provides rent assistance to eligible families in the private rental market. HACC supports approximately 1,500 families through this federally funded initiative.
• Regional Long-Term Rent Assistance (RLRA) Program: This program provides rent assistance to eligible families in the private rental market. HACC supports approximately 900 families through this Metro funded program.
As an Occupancy Specialist, you will determine eligibility for housing assistance, calculate rent subsidies, process family composition or income changes, manage lease approvals by working closely with landlords. Additionally, Occupancy Specialist work closely with participants and case managers to complete annual reviews and address tenant's compliance with lease.
Your ability to navigate complex regulations is crucial for maintaining HUD compliance, while strong collaboration with partners fosters effective solutions to housing challenges, ensuring adherence to program guidelines. At the same time, your communication and mediation skills will be essential in resolving tenant-landlord issues and addressing concerns such as potential fraud or program violations. With a trauma-informed and culturally responsive approach, you'll support clients from diverse backgrounds, helping them maintain safe, affordable housing. Occupancy Specialists also maintain accurate case records and stay informed on changes in policy, housing law, and best practices, ensuring your work is both effective and aligned with our commitment to equity and service. We are currently filling one regular position and two limited-term positions through this recruitment. The limited-term assignments will be for a minimum of one year and may be extended but cannot exceed a total duration of three years. The long-term need and funding for these positions may be re-evaluated at a later date. Limited-term employees receive full benefits equivalent to their full-time equivalent (FTE) status.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
• Strong communication and interpersonal skills
Preferred Special Qualifications/ Transferrable Skills:*
• Knowledge of promoting fairness and an understanding of racial equity, with practical experience incorporating these principles into your work supporting diverse populations
• Transferable work experience can be in housing programs, case management, residential services, property management, or other social services
• Experience working with YARDI or other Housing Authority database software
• Experience performing data entry and handling confidential documents
• Experience working with low-income families and maintaining a client caseload
• Experienced in fast-paced environments with a keen eye for detail in process-heavy workflows
• Knowledge of housing regulations, procedures, and landlord/tenant laws
• Knowledge of basic accounting principles and practices

TYPICAL TASKS
Duties may include but are not limited to:
• Gathers information from clients to determine eligibility regarding income and family composition changes; answers questions and provides information/referrals to current and prospective landlords or property managers; interacts with various social services agencies to exchange or verify information on clients.
• Completes annual reviews on clients under our Housing rent assistance programs; reviews proper verification of income, assets, medical, and child care; reviews notification to landlord and tenant; negotiates rents with landlords in accordance with Annual Adjustment Factors, Rent Reasonableness, and Fair Market Rents; calculates rents and prepares rent change notification, lease rider, and lease as required; mails forms to landlord and tenant.
• Respond to income and family composition change requests; generate verification requests and/or complete verification with the appropriate agency/employer; prepare rent change notification and payment adjustment form, when necessary, for the landlord and tenant to receive additional payments.
• Updates verification on income and family composition changes generated by eviction or tenant choice; notifies accounting of the cut-off date of payment; generates a payment adjustment form for pro-rated rent payment; confirms the move-out date with the previous landlord.
• Ensures tenant compliance with leases and certificate/voucher obligations; mediates complaints and lease violations between tenant and landlord/owners; provides accurate information and knowledge to tenant and landlord/owners questions, disputes, program rights, and responsibilities; generates appropriate correspondence regarding eviction/termination of assistance; assists in collecting rent, sundry charges and damage claims.
• Monitor, investigate, and report program abuse or fraud allegations and assist in resolution as directed; review public records; issue program warning or notice of termination as warranted; prepare hearing and eviction/termination information and represent the Housing Authority at informal hearing and eviction/termination proceedings if requested.
• Reviews updated materials regarding regulations, procedures, and landlord/tenant laws; enters data on client information; prepares required reports; remains current on occupancy, Housing Quality Standards (HQS), National Standards for the Physical Inspection of Real Estate (NSPIRE), and Housing Authority regulations and policies.
• Establishes, maintains, and updates various logs and books related to the orderly maintenance of records; ensures all computer records of all tenant caseloads are accurate and current; promptly and accurately maintains all file documentation.
• Attends required training to ensure staff compliance with Housing Authority, federal, state, and local policies and guidelines.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
