The Executive Director shall be the chief administrative officer of the Gun Barrel City Economic Development Corporation providing senior level direction, management and oversight of the City of Gun Barrel City, Texas EDC. In general, responsibilities include economic development activities including retail, commercial and industrial business retention and expansion, community development, economic and incentive analysis, strategic planning and collaborating and building relationships with the EDC Board, City administration, Chamber, business community, and commercial real estate representatives.
SUPERVISION RECEIVED AND EXERCISED:
The Executive Director shall be appointed by the City Council with recommendations from the EDC Board. The employment status of the Executive Director, including hiring, terminating, and placing any other restrictions or qualifications on the Executive Director’s employment, shall be the sole responsibility of the City Council. The Executive Director will contract with and answer to the City Council on all matters pertaining to the Corporation.
The Executive Director exercises direct supervision over the Office Administrator of GBCEDC.
ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES:
1) Assumes full management responsibility for all services and activities related to economic development activities in the City of Gun Barrel City, Texas.
2) Develops and presents EDC Annual Strategic Work Plan, Annual Budget, and proposed projects
to the EDC Board of Directors and to City Council for approval. Provides regular executive level
reporting to the EDC Board and City Council.
3) Develops and implements projects, recommendations, economic analyses, incentive analysis, and proposed policy changes for consideration by the EDC Board of Directors in keeping with Board directives, the EDC's Articles, Bylaws and Mission.
4) Develop and manage EDC budget, financial performance, including contracts, accounts payable, receivable, maintains cash flow projections and preparation of financial statements of the EDC.
Provides analysis of revenue and expenses to anticipate and propose changes/alterations in
EDC’s best interest.
5) Manage a marketing and strategic plan for a long-range economic development program; prepare periodic reports indicating the related activities and progress towards goals and objectives; and advise the GBCEDC Board, City Manager and City Council on issues related to the improvement and enhancement of the commercial tax base
6) Serve as the liaison with the City of Gun Barrel City and Henderson County, including coordinating the City’s role with tax abatement applications, assist with required permits including building permits, assist with arrangements for water and sewer services, fire code compliance, land use issues, certificates of occupancy and other economic development efforts.
7) Make oral presentations before the City Council and business groups on topics pertaining to the activities of the corporation and economic development.
8) Negotiates vendor contracts for service with the approval of the EDC Board and monitors
contract compliance.
9) Manages the branding, marketing, and advertising of the EDC, which represents the City of
Gun Barrel City as a wonderful place for business.
10) Maintain and keep the Economic Development Corporation website information current.
11) Initiates, develops and maintains programs to encourage the retention and expansion of existing businesses and industries within the City.
12) Perform other duties and tasks as required by the Board.
QUALIFICATIONS
Education and Experience:
1) Bachelor’s degree in business administration, Economics, Political Science, or Public administration, marketing, or related field preferred
2) Five (5) years of current and progressive experience in economic development- focus on the attraction of property and sales tax generating businesses preferred
3) Certified Economic Developer (CEcD) or Professional Community and Economic Developer (PCED) certification preferred or must be able to obtain
4) Additional experience in municipal government operations preferred
5) Must have a valid Texas Class “C” Driver’s License and must meet City’s driving standards.
6) Must pass a drug screen.
7) Proficiency and experience using the Office 365 suite;
8) Ability to operate standard office equipment, including but not limited to a computer, printer, copy machine, etc.;
9) General knowledge of office practices and procedures;
Knowledge, Skills and Abilities:
1) Knowledge of and ability to use market research methodologies and public relations principles and practices.
2) Knowledge of common business, governmental, and real estate terminology and practices.
3) Knowledge of long-range planning techniques, principles and practices of budget preparation and administration, financial reporting, and management systems and reporting.
4) Knowledge of pertinent Federal, State, and Local laws, codes and regulations relating to economic development in general and tax abatement specifically.
5) Ability to work in Windows and current releases using Word, Excel, and Power Point.
6) Possess strong analytical, organizational, and negotiating skills.
7) Inclined to accuracy, efficiency, professionalism and courtesy toward the public and other city employees.
8) Ability to communicate effectively and persuasively both orally and in writing.
PHYSICAL DEMANDS
1) Must have the ability to sit, stand, move around, bend, reach, stretch, push, and pull, and remain upright for extended periods of time in one room.
2) Ability to lift and move objects weighing up to twenty-five (25) pounds, unassisted.

The work is typically performed in a dynamic environment that requires sensitivity to changing goals, priorities, and needs.
LANGUAGE SKILLS:
Ability to develop and maintain good personal and effective working relationships with others, including County, State, and Federal agencies, other employees, civic groups, City of Gun Barrel City and EDC staff, EDC Board of Directors, City Council, and the public. Ability to clearly and effectively communicate both verbally and in writing.
WORK SCHEDULE:
Regular organizational business hours are Monday – Friday, 8 a.m. - 5 p.m. This position may be required to work some evening and weekend meetings/events as requested.
