PAY AND BENEFITS
Annual Pay Range: $93,209.97 - $125,833.42
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Health Centers Division is seeking a dedicated Electronic Health Record (EHR) Systems Supervisor to lead initiatives that strengthen healthcare delivery, optimize system performance, and drive data-informed decision-making within a Federally Qualified Health Center. This position plays a vital role in advancing health outcomes by overseeing the functionality, integration, and continuous improvement of the electronic health record system across our federally qualified health centers.
In this role, your leadership will help guide electronic health records system optimization efforts that enhance staff resilience, client and patient care, and the quality of services provided to County residents. You will develop and lead a team responsible for system administration, reporting, staff training, troubleshooting, and performance monitoring. You will ensure the EHR system supports clinical workflows, operational efficiency, comprehensive data collection, and regulatory compliance.
As a key member of the leadership team, you will also contribute to broader data management, population health, quality improvement and quality assurance strategies, ensure contract compliance, and support performance measurement processes. You will collaborate with internal teams and external partners to build systems and solutions that reflect accountability, transparency, and community well-being.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position, including experience in the following:
• Experience leading a team.
• Experience providing oversight or supervision to professional or technical staff responsible for Electronic Health Record systems support, training, reporting, or data analysis.
• Experience in the implementation, administration, or optimization of Epic Electronic Health Record (EHR) systems.
• Experience ensuring EHR functionality supports clinical workflows, regulatory compliance, and operational efficiency.
• Experience in system performance monitoring, issue resolution, and providing technical or user support related to EHR systems.
• Experience with data collection, reporting tools, and performance measurement to support quality improvement or compliance initiatives.
• Experience working with cross-functional teams to align technology solutions with healthcare delivery and organizational goals.
Preferred Special Qualifications/ Transferrable Skills:*
• OCHIN EPIC ESA Certification and Training
• Certification in Health Information Technology, Project Management (PMP), or Certified Professional in Healthcare Quality (CPHQ).
• Degree in Health Information Management, Public Health, Healthcare Administration, Information Systems, or a related field.
• Experience working in a Federally Qualified Health Center (FQHC), behavioral health, or integrated care environment.
• Knowledge of culturally responsive and equity-informed practices.

TYPICAL TASKS
• Manage the development, maintenance, and optimization of the Electronic Health Record (EHR) system to ensure seamless functionality and alignment with clinical workflows and operational priorities.
• Oversee EHR system configuration, updates, troubleshooting, and integration with other internal and external healthcare data systems.
• Ensure EHR system compliance with federal and state regulations, including HIPAA, interoperability mandates, and other applicable standards.
• Supervise and manage a team of EHR Analysts, providing day-to-day guidance, assigning work, delivering training, and offering technical oversight.
• Lead cross-departmental collaboration efforts to integrate EHR functionality with clinical services, administrative operations, and quality improvement initiatives.
• Ensure EHR data inputs and outputs are effectively connected to broader organizational data systems to support analytics, dashboarding, and performance reporting.
• Coordinate with the data and analytics team on projects, including data warehouse development, to support real-time integration and actionable insights from EHR data.
• Serve as the primary liaison between EHR system users—including clinical providers, administrative staff, and data teams—and organizational leadership to ensure technology meets care delivery and operational needs.
• Collaborate with senior leadership to plan and prioritize EHR system investments, ensuring alignment with strategic, regulatory, and financial objectives.
• Work in partnership with internal Technology Services to ensure EHR system stability, performance, security, and system-wide data integration.
• Develop, manage, and monitor budgets related to EHR and data initiatives, including securing and managing grant funding to support innovation and system enhancements.
REQUIRED KNOWLEDGE AND SKILLS
Thorough knowledge of:
• Principles and practices of program and division operations, including electronic health record (EHR) systems, electronic records management, and healthcare information systems.
• Program and contract administration.
• Preparation and interpretation of descriptive statistics, especially in clinical and operational settings.
• Program evaluation, quality assurance, and quality improvement methodologies.
• Data reporting, system integration, and implementation techniques.
• Project management and performance evaluation strategies specific to health technology and system optimization.
Working knowledge of:
• Federal and state regulations related to Quality and Data program services, including HIPAA, HITECH, and interoperability standards as they apply to EHR systems.
• Risk management theories and practices within clinical and data system environments.
• Government financing methods and funding sources, including those related to healthcare technology and grant-supported data initiatives.
• Personnel administration and supervisory principles, including leading technical teams.
• Standard office equipment, EHR systems, and applicable software applications (e.g., NextGen, Power BI, Excel, SQL).
Skill in:
• Planning, prioritizing, and implementing programs and technology projects to meet division and organizational objectives.
• Leading cross-functional teams, including clinical, IT, and data staff, to support and optimize EHR and data systems.
• Communicating clearly and effectively with both technical and non-technical stakeholders.
• Presenting data and system performance information in an organized, concise, and logical manner.
• Building and maintaining strong working relationships with clinical providers, staff, leadership, community partners, and regulatory agencies.
• Interpreting and applying complex legislation, rules, and regulations affecting healthcare systems and data privacy.
• Developing, managing, and monitoring budgets related to EHR systems, data reporting, and grant funding.
• Collecting, analyzing, and synthesizing clinical and operational data to inform decision-making.
• Designing and implementing efficient systems and procedures to enhance healthcare delivery and data integrity.
• Leading teams through change and promoting continuous quality improvement through collaborative and data-informed decision-making.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager after the successful completion of onboarding and training onsite. (Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.)
