Summary
Under general direction from the Chief Financial Officer, this position plans, directs, and oversees the City's accounting, financial reporting, grant reporting, accounts receivable, cash management, accounts payable, procurement card, and payroll operations.
Essential Functions
- Directs, plans, and coordinates the activities of personnel involved in reviewing, examining, and evaluating accounting and reporting requirements for City funds, for all types, including enterprise, fiduciary, special revenue, and internal service funds.
- Develops processes to identify trends that affect accounting and reporting needs. Develops accounting guidelines. Interprets laws, ordinances, generally accepted accounting principles and City policies.
- Works closely with the City’s external auditor on the audit of the City’s annual financial statements and single audit.
- Leads the implementation of new accounting standards, including the development of new procedures, policies, and accounting practices.
- Ensures compliance with payroll laws and best practices.
- Initiates and develops improvements for existing programs, projects, and procedures.
- Develops, reviews, and analyzes financial summaries and reports.
- Manages division and section activities.
- Responsible for the full range of supervisory activities, including selection, training, evaluation, and recommendation for dismissal.
- Perform related duties as required.
Qualifications
Completion of a bachelor's degree in accounting, or a related field, with an additional seven years of experience in accounting or any combination of relevant education and experience.
Required Licenses/Certifications
Certified Public Accountant
Prefer
Graduate degree in Accounting or MBA.
Knowledge and Abilities
Knowledge of:
- Principles, practices, and standards of general and governmental accounting.
- Financial reporting concepts and preferred accounting principles.
- Internal control systems are used for general accounting principles.
- Payroll tax laws.
Ability to:
- Complete accurate data for records, reports, and legal documentation.
- Prepare accurate and complex financial statements.
- Resolve problems or situations requiring the exercise of good judgment.
- Effectively communicate – oral and written.
- Use independent, professional judgment to propose and implement changes required by accounting standards.
Physical Requirements:
- Frequently lift and carry up to 10 pounds.
- Occasionally flex upper trunk forward at the waist and partially at the knees.
- Place arms above, at, or below shoulder height.
- Frequently pull or push objects.
