Job Objectives:

Plan, organize, direct, and perform the organizational, staffing, budgeting, planning, operations, and repair activities of the Public Works Department under State and Federal laws and City codes.  Responsible for all departmental services, including streets, water, wastewater collection and treatment, and storm drainage.

Individuals appointed to this classification must apply extensive knowledge of sound management practices to a wide variety of complex situations.  Individuals must determine and recommend policies and procedures, as well as maintain awareness of established ordinances as well as Federal and State regulations. Responsible for the supervision of Department employees through delegation to assigned leads and/or directly, and to recommend and implement approved decisions for all personnel actions regarding these employees.

Job Location and Equipment Utilized:

Work is normally performed in an office environment and field locations, with travel required to City locations and out-of-city meetings and conferences.  Equipment utilized includes vehicles and specialized office equipment, such as a personal computer with specialized software for word processing, databases, and network management

.  Attendance at weekend and evening meetings is sometimes required.

Examples of Work Performed:

May include any or all of the following:

¨       Supervise, through delegation of assigned lead workers or directly with individual department employees. 

¨       Make recommendations to Mayor on all personnel actions such as hiring, training, terminations, discipline, number and organization of employees, and implement approved actions.

¨       Works directly with the Mayor, City Administrator, and Project Management performed by consultants, and Public Works projects completed by the City or outside contractors, including water systems, sanitary sewers, storm sewers, streets, surveys, mapping, and inspections.

¨       Develop, revise, and implement departmental operating policies and procedures under applicable law.

¨       Make recommendations on all service contracts and equipment purchases, including types of apparatus and equipment to be used within budgetary limitations.

¨       Receive, evaluate, and resolve complaints on Department employees and/or operations.

¨       Attend management and professional meetings and conferences as approved.

¨       Work with Project Management and Purchasing on the preparation of applications and supporting data for federal or State-funded programs.

¨       Develop, implement, and control approved departmental long and short-range goals and objectives.

¨       Confer with the Mayor and/or designee on administrative matters, legislation and policies, making recommendations for action.

¨       Review legal documents for City contracts, leases, agreements, easements, deeds, and bills of sale about Public Works projects. 

¨       Prepare capital improvements programs and long-range service or facility plans for the streets, water, wastewater, and storm drainage.

¨       May perform additional management responsibilities and other activities as designated by the Mayor or designee.

¨       Have a complete understanding of the Public Works Collective Bargaining Agreement (CBA).

Required Knowledge, Skills and Abilities:

Requires knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibilities as illustrated by the example in the above job description.

¨       Requires the ability to supervise Department employees in a manner conducive to efficient and effective performance and high morale.

¨       Requires the ability to establish and maintain an effective working relationship with City officials, employees, vendors, intergovernmental agencies, and the general public.

¨       Requires extensive knowledge of State and Federal regulations governing public works projects.

¨       Requires sound knowledge of management, organizational, fiscal, personnel, and supervisory practices and principles.

¨       Requires strong leadership skills to achieve the variety of job functions encountered in a department Director’s position.

Physical Traits:

¨       Requires the ability to work outdoors in all types of weather conditions.

¨       Requires hearing, visual acuity, and manual dexterity necessary to perform the duties of this job description.

Qualifications:

¨       Bachelor’s degree in public administration, business administration, or a closely related field.

¨       Five (5) years of progressively responsible experience supervising professional and technical staff.

¨       Minimum six (6) years progressively responsible experience in public works or civil engineering, preferably within a municipal organization.

¨       A combination of education and experience that demonstrates the ability to perform the essential functions of the job.

Other:

¨       Requires a valid Washington State Driver’s License and a driving record acceptable to the City’s insurance carrier.

Section 1. DEFINITIONS. As used in this policy, the following definitions apply:

(1) "Administrative employee" includes the following administrators:
(a)  Police Chief;
(b)  Deputy police Chief;
(c)  Fire Chief;
(d)  Assistant Fire Chief;
(e)   Finance Director/City Treasurer;
(f)   City Administrator;
(g)   Administrative Assistants;
(h)   Court Administrator
(i)   City Clerk
(j)   Library director
(k)   Human Resource Director
(l)   City Clerk Assistant/Public Records Officer
(m)  Project Manager
(n)   Convention Center General Manager

(2) Convention Center, Part Time, and Exempt employees not listed will fall under the City of Ocean Shores Personnel Manual.

Section 2. PAID TIME OFF (PTO).


(1) Administrative employees receive paid time off on their years of service, as follows:
(a) 0-48 months        192 hours    per year
(b) 49-96 months       264 hours    per year
(c) 97 – 168 months     288 hours    per year
(d) 169+ months       312 hours    per year
(2) Administrative employees paid time off on their years of service will be capped at the 
following on 12/31 each year. Any hours exceeding 468 hours shall be lost on 1/1 of the following year.
(3) Administrators may use paid time off during the first year of employment as earned.
(4) Upon termination employees are entitled to a buyout of paid time off at 100% at the employee’s 
normal rate of pay.
(5) All comp, vacation and sick accruals earned under the former Exempt Agreement will be 
transferred over into PTO up to the capped amount. The transfers will be made in the following 
order: comp time, vacation, then sick. Any hours over the capped amount will be paid out in 
accordance with the former Exempt Agreement
(6) The Mayor shall have the ability to deviate from this accrual schedule and place a new employee 
at a higher accrual rate based upon their years of experience or professional ability.

Section 3. DEFERRED COMPENSATION.  

In lieu of social security, the city will contribute an amount equal to six and one-half (6.5%) of their monthly salary into the Department of Retirement System’s deferred compensation plan. An employee may choose to have this paid to them as part of their salary.

    When a holiday falls on Saturday, the preceding Friday is observed as the holiday. When a holiday 
    falls on Sunday, the following Monday is observed as the holiday.

Section 5. HEALTH AND OTHER INSURANCE. 

The city shall pay 92% of the premium for medical, dental (including orthodontia), and vision care coverage for administrative employees and their eligible dependents. The employee share should not exceed $93.40 per month.

Section 6.  HEALTH REIMBURSEMENT ACCOUNT.  

At the beginning of each year, the percentage increase in the City’s Healthfirst medical rate should be used to adjust the annual contribution into the employee’s Health Reimbursement Account (HRA).  For example, if the Healthfirst medical insurance rate increased seven percent (7%), the seven percent (7%) increase would be applied to the prior year rates to calculate the current year’s contributions. Any unused funds in employees’ HRA accounts shall be carried over into the next year. Upon termination, the employee’s HRA fund will be closed with no option of buyouts or continued coverage.

Section 7. JURY DUTY. 

Administrative employees will be granted time off for jury duty, but they must pay all jury fees paid to them to the city.

Section 8. LIFE INSURANCE. 

The city shall provide fifty-thousand-dollar ($50,000) life insurance protection for all administrative employees.

Section 9. CONVERSION RATE. 

Solely for determining benefits for administrative employees, the rate per hour shall be computed by dividing the annual pay rate by two thousand eighty hours.

Section 10.  UNIFORMS.  

The city will provide uniforms as necessary for those administrative employees who are required to wear uniforms.

Section 11. ANNUAL SALARY REVIEW. 

Through a committee appointed by the mayor, the city council shall review the salary and benefits of administrative employees during the first week of September each year. Salary adjustments, including cost of living increases will be applicable January 1ˢᵗ of the following year. The Mayor shall have authority to set salary adjustments, including cost of living increases, within approved departmental budgets, consistent with the foregoing obligations to review salaries and benefits with Council annually.

Section 12. PROGRAM MODIFICATIONS. 

If an emergency places extraordinary demands upon an administrative employee, as determined by a majority vote of the full city council, the council may provide additional benefits during the existence of the emergency.

Section 13. ACTING DEPARTMENT HEAD. 

When a department head is absent from his or her position for more than thirty consecutive calendar days, excluding vacation, the person filling that temporary position shall be compensated at the department head's salary. The increased salary change will not be made until after the thirty-day period has passed but will be retroactive to the first working day of the department head's absence.

Section 14. COMPENSATION.  

For purposes of setting compensation for current or newly hired administrative employees and for administrative employees who receive a promotion, the Mayor is granted the discretion and authorization to set the monthly salary for each such administrative employee, so long as there are sufficient funds in the budget to pay said salary. In doing so, the Mayor shall consider the experience, education, and qualifications of the administrative employee, the relative difficulty in filling the particular position, and any other relevant factors. The Mayor shall also consider the AWC Salary and Benefit Survey for City and Towns, 2,500 to 7,499 in population. However, an employee hired as the Assistant Fire Chief or Deputy Police Chief shall start at a step that is at least five (5) percent higher than the top step of Captain/Paramedic.


Section 15.  LONGEVITY INCENTIVE. 

In addition to the monthly salary received by an administrative employee, each administrative employee shall receive retention pay as follows, unless the employee’s current longevity step is higher, in which case they shall remain frozen until 
qualifying for longevity on the new scale:


On the employee’s 5th anniversary, 2% of base salary 

On the employee’s 10th anniversary, 4% of base salary 

On the employee’s 15th anniversary, 6% of base salary

On the employee’s 20th anniversary, 8% of base salary


Section 16. ADDITIONAL COMPENSATION FOR PATROL DUTIES. 

Administrative employees who work more than forty (40) hours on patrol shall be compensated at straight time for all such hours worked on patrol beyond forty (40).


Section 17 EXEMPT EMPLOYEE AGREEMENT ABOLISHED. 

The previous administrative benefits policy titled “Exempt Employee Agreement” is abolished and replaced, prospectively effective in the pay period following the date of City Council approval by this Administrative Benefits Policy
