Job Overview

Responsible for assisting in planning, programming, budgeting in-house design and review of consultant design; construction management; administration of capital improvement and maintenance and repair projects for the Public Utilities Department.  This position is under the direct supervision of the Public Utilities Director.  


Essential Duties and Responsibilities

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive.

  • Assists the Director in deciding requirements for city utilities based on a broad array of guidelines, standards, regulatory requirements, and mission priorities. 
  • Assists the Director in the planning, programming, and budgeting process. 
  • Utilizes engineering judgment in evaluating and performing the scheduling and layout of operations, inspection, and surveillance of materials, methods, and equipment used in construction and maintenance and repair projects in subordinate divisions for water and wastewater collection, distribution, and treatment. 
  • Reviews contractor submittals, contractor change order requests, assuring project compliance with drawings and specifications, administering architect/engineering services, assuring field safety practices, and making sound engineering recommendations to leadership for action.
  • Provides direction and guidance to Public Utilities Department divisions for the distribution, collection, and treatment of water and wastewater. 
  • Provides approvals on means and methods for the performance of work and how it is conducted. 
  • Performs other duties as assigned.

Minimum Requirements

Minimum Education and/or Experience

  • Bachelor's degree in civil or environmental engineering, natural or environmental sciences.
  • Possession of an active Professional Engineer License (PE) in the state of North Carolina or Engineer-in-Training certificate with ability to acquire Professional Engineer License within 18 months of hire. 
  • Ten (10) years of work experience in the application of civil engineering principles and practices in the municipal or facilities engineering operational environment. 

Other Requirements

  • Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.

Knowledge, Skills, and Abilities 

  • Knowledge of the principles, theories, concepts and practices of the engineering profession.
  • Knowledge of basic project management principles as applied in a municipal or facilities operational environment.
  • Knowledge of construction standards, methods, practices, techniques, materials, and equipment to determine compliance with engineering regulations and standards.
  • Ability to communicate effectively both orally and in writing with tact and diplomacy.
  • Ability to interpret relevant codes, regulations, guidelines, and standards.
  • Ability to understand the operational professional engineering needs of a public utilities system.
  • Ability to prepare material on current technical topics and trends for presentation to other technical staff and city management.
  • Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents, and budgets.
  • Ability to organize and lead multi-disciplinary teams with members from different departments and divisions, as well as design and construction firms. 
  • Skill in researching and analyzing information, conditions, and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations, and procedures.
  • Experience applying engineering related standards, codes, policies, and regulations inclusive of state and local codes. 
  • Project management experience, specifically with emphasis on construction projects, planning, programming, and budgeting. 
  • Experience in conducting audits and inspections of worksites. 
  • Experience in the preparation of higher-level reports and findings focusing on solutions and implementing actions.

Job Related Physical Requirements

This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing/pulling, lifting, grasping, and repetitive motions; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, peripheral vision, close and distance vision,   preparing and analyzing written or computer data, operation of machines or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
