Job Description
Police Captain
A Police Captain shall be responsible for managing all supervisors and officers under his/her command, subject to the direction of the Chief of Police. He/She shall establish protocols through the creation and continuous review of policies in order maintain efficient operations. A Captain is responsible for understanding and furthering the visions and guidelines of the Chief of Police through careful monitoring and development of personnel under his/her command. Police Captains make recommendations regarding training, discipline, and recognition. They must simultaneously promote the positive development of officers under their command, advocate for community safety and service, and hold accountable Officers or Citizens who display behavior that works against these principles.
A Police Captain must be the final administrator for personnel under his/her command regarding work and leave schedules. To that end, he/she must ensure that supervisors under his/her command properly communicate with officers and Human Resources, providing accurate documentation, and following guidelines set out in the various collective bargaining agreements. The Police Captain will facilitate a confidential flow of information between the Police Department and Human Resources. Each Police Captain is responsible for the aforementioned oversight and administration as they relate to police divisions. Police Captains serve as Division Commanders and, with three primary police divisions, there are three unique areas of command. And other duties as assigned.
Uniform Division
The Police Captain/Uniform Division Commander is responsible for the three Patrol Shifts and the Traffic Bureau. This assignment represents management of over half of all departmental personnel, as our primary duty is to answer calls for service. The Uniform Division Commander will ensure – through delegation, development and communication – efficient operations and effective management of all personnel assigned to the division. The Uniform Division Commander will be responsive to concerns from multiple sources including the city administration, city council, the Chief of Police, and the community related to traffic and crime. He/She will continuously review intelligence and data as a means to develop patrol plans and traffic enforcement initiatives that improve service to the community. The Uniform Division Commander will cause to be compiled all reports requested by the Chief of Police related to the operations of his/her division.
Investigative Division
The Police Captain/Investigative Division Commander is responsible for the Detective Bureau, the Identification Bureau, and the Special Investigations Unit. The Special Investigations Unit consists of detectives with an array of assignments and collaborations with agencies at multiple levels of government. Part of the responsibilities of the Investigative Division Commander is to monitor and manage those relationships to the benefit of the Canton community. The Investigative Division Commander will ensure – through delegation, development and communication – efficient operations and effective management of all personnel assigned to the division. This assignment involves managing the timely and thorough investigations of crime and the collection of evidence and intelligence. The Investigative Division Commander will also continuously review intelligence and data and will work with other divisions to develop initiatives aimed at proactively interdicting violent criminals. The Investigative Division Commander will cause to be compiled all reports requested by the Chief of Police related to the operations of his/her division.
Support Services Division
The Police Captain/Support Services Division Commander is responsible for all functions supporting the Investigative and Uniform Divisions. This includes records collection and retention, property management, dispatch, the Office of Professional Standards, the Real Time Crime Center, parking decks, grant administration, training, policy management, purchasing and acquisition, recruitment and selection, and the Community Priorities Bureau. The Support Services Division Commander will ensure – through delegation, development and communication – efficient operations and effective management of all personnel assigned to the division, including civilian employees and civilian supervisors. Because it serves to support the other two divisions, the Support Services Division has the most diverse tasks. For example, while each Police Captain improves and creates policies to improve the operations of each division, it is the responsibility of the Support Services Division Commander to finalize changes, distribute, and train personnel on the policies. The Support Services Division Commander will cause to be compiled all reports requested by the Chief of Police related to the operations of his/her division.
Testing Information
This examination will consist of two parts: an oral assessment (panel interview), which will be weighted at 30%, and an assessment center, which will be weighted at 70%. Credit will be given for seniority after the two examinations are weighted in accordance with the Ohio Revised Code and the Rules and Regulations of the Canton Civil Service Commission, provided a minimum overall score of 70% is attained.
The oral assessment will be a panel interview during which each candidate will be asked a series of prepared questions designed to measure performance dimensions based on the expectations of the position. The oral assessment will be held
December 2, 2025 (and December 3, 2025 if the Civil Service Commission deems it necessary). The location, date and time will be assigned at a later date.
The
Ohio Association of Chiefs of Police will conduct the assessment center portion of the examination, to be held December 6, 2025 (and December 7, 2025 if the Civil Service Commission deems it necessary). The location, date, and time will be assigned at a later date.
