Nature of Work

Reviews, analyzes, develops, recommends, and implements effective business processes using the City's Enterprise Resource Planning (ERP) system to optimize systems utilization and enhance operational efficiencies and strategic planning initiatives. Supports and provides management for system upgrades, replacements, and troubleshooting issues. 
Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Work Situation Factors 

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.   Regular attendance is an essential function of this job to ensure continuity of services.  Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Light physical demands and frequent use of a personal computer.

Duties and Responsibilities

  • Conducts assessments, researches, and analyzes system and business issues and requirements to recommend and implement solutions, improving efficiency in various areas including organizational effectiveness, process and plan development and improvement. 
  • Supports changes and initiatives to streamline current processes, eliminate errors, improve service delivery, and strengthen controls; provides support to City department users to ensure appropriate levels of system performance, and availability and security of data; develops accurate and complete test plans to ensure issues are identified, tracked, reported on, and resolve in a timely manner. 
  • Develops and maintains a comprehensive understanding of existing processes and procedures to identify, define, and document business needs, objectives, issues, requirements, deliverables, and necessary system permissions and access. 
  • Analyzes, evaluates, and reviews systems to assist in designing and documenting specifications for new or modified workflows and developing a repository of business process maps. 
  • Coordinates, manages, and evaluates system applications and functional processes, provides analysis, and recommends revisions to improve business processes, internal controls, and deliverables; processes Departmental requests of ERP Munis permissions and updates to permission roles for the ERP team to implement within ERP Munis. 
  • Serves as project leader to coordinate and participate in the design and evaluation of business processes required for the implementation of enterprise systems and upgrades; tests functionality and provides analysis of new components to determine process requirements or changes; maintains accurate records and tracks project progress to determine appropriate levels of support required to meet established goals. 
  • Evaluates and monitors project deadlines and schedules, develops meeting objectives and agendas, prioritizes multiple tasks effectively, and understands expectations to recognize and report on issues/events that may affect delivery. 
  • Serves as a liaison with vendors on matters involving the support, maintenance, enhancement, and upgrade of the City's integrated enterprise systems to resolve underlying application or data problems; manages ongoing system upgrades through test verification and issue resolution to maintain system integrity and promote increased functionality. 
  • Reviews, develops, documents, and maintains policies, procedures and associated training plans for processes, applications, their development and appropriate use.
  • Assists in identifying training requirements; develops, prepares, and delivers various training on business and ERP processes, and functionality; coordinates vendor provided training to keep staff current on the development, and/or necessary changes to, standard operating procedures and policies relevant to business processes and the ERP system.
  • Maintains, develops, prepares, and presents various special and recurring reports and applications in support of City departments and user goals and objectives.
  • Manages ERP support activities and specific application quality assurance including tracking various reports, issues, work orders, and update requests to ensure their timely resolution.

Minimum Qualifications

Bachelor's Degree in Information Systems, Business or Public Administration, Accounting, or related field AND three (3) years recent experience in business process, systems, and/or technical analysis, supporting process design, process mapping, and project planning. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. 
 
Licenses/Certification(s)
Valid driver’s license may be required. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities
