Position Summary: Leads, develops, and administers programs and processes that assure alignment of effective governance, management, and people strategies. Provides guidance and support to all elected and appointed department directors and managers. Responsible for oversight and accountability of all aspects of the County’s human resources, including recruitment, labor and employee relations, policy formulation and administration, classification and compensation, staff and organizational development and training, payroll and benefits administration, and employee health and safety programs.

Essential Job Functions:

Strategic HR Leadership

  • Develop and Implement HR Policies: Craft and update policies aligning with labor laws, county objectives, and organizational goals.
  • Workforce Planning and Development: Direct recruitment, workforce planning, and retention strategies to meet staffing needs and support County operations.
  • Compensation and Benefits Oversight: Manage comprehensive benefits, including payroll, retirement plans, health insurance, and ensure alignment with legal and market standards.
  • Budget and Cost Management: Oversee the HR and payroll budget, including benefits administration and safety initiatives.
  • Supervise HR Department Employees: Provide leadership, guidance, and support to HR staff, ensuring their professional development and effective execution of departmental objectives.

Safety and Workers’ Compensation

  • Support Health and Safety Initiatives: Collaborate with the Safety Committee, Department Heads, and the Risk Manager to implement and maintain health and safety standards, policies, and training programs that reduce accidents and promote a safe work environment.
  • Compliance with OSHA and Local Safety Regulations: Ensure adherence to federal and state occupational safety standards, proactively addressing potential hazards.
  • Workers' Compensation and Risk Mitigation: Manage workers' compensation cases, claims, and safety-related incidents to minimize county liability and promote safety culture.

Labor Relations and Union Negotiations

  • Collective Bargaining and Union Relations: Lead or support union negotiations, representing the County's interests while promoting positive labor relations.
  • CBA Policy Implementation and Compliance: Administer and ensure adherence to collective bargaining agreements across departments.
  • Conflict Resolution and Grievance Handling: Facilitate conflict resolution between employees and management, particularly in union contexts.

Payroll and Benefits Administration

  • Payroll Management: Oversee payroll processing and ensure accurate and timely wage disbursement, compliance with tax requirements, and benefits deductions.
  • Benefits and Retirement Plans Administration: Administer health, welfare, and retirement plans, ensuring employees understand and utilize available benefits.

Employee Relations and Support

  • Employee Engagement and Relations: Develop initiatives that enhance morale, communication, and teamwork, and provide guidance on disciplinary issues.
  • Grievance Resolution and Investigations: Respond to employee grievances promptly, conducting investigations and finding solutions in alignment with policy.
  • Performance and Disciplinary Management: Advise supervisors on performance issues, employee development, and disciplinary actions in line with policies.

Training and Development

  • Safety Training and Compliance: Provide supervisors direction regarding training programs focused on workplace safety, regulatory compliance, and best practices.
  • Onboarding and Orientation Programs: Oversee onboarding and general orientation processes for new hires, ensuring smooth transitions into the organization.
  • Professional Development: Design opportunities for career growth and skill development, including management and compliance training.

HR Systems, Data, and Process Improvement

  • HRIS and Payroll System Management: Ensure efficient operation and optimization of the HRIS and payroll systems for accurate data processing and reporting.
  • Data Analytics and Reporting: Leverage HR metrics to inform decision-making and report on departmental performance to county leadership.
  • Process Improvement: Continuously refine HR and payroll processes to improve accuracy, efficiency, and employee satisfaction.

Community and Public Relations

  • Community Representation: Engage with the community at relevant events to promote a positive image of the County.
  • Public Information and Transparency: Respond to public inquiries related to HR, payroll, and benefits, maintaining transparency and compliance.
  • Establish and maintain effective working relationships with coworkers, subordinates, supervisors, elected officials, community partners, and the public.
  • Performs related duties as assigned to meet business needs.

 

Position Requirements

Minimum Qualifications:

  • Education: Bachelor’s Degree in Human Resources, Public Administration, or a related field
  • Experience: Four years of Human Resources experience.
  • An equivalent combination of education and experience.
  • License: Valid Oregon Driver’s License

Preferred Qualifications:

  • Education: Master’s Degree in a related field
  • Experience: Public Sector and Management experience in Human Resources.
  • License: SHRM-CP or IPMA-CP

Skills/Abilities:

  • Proficient in the use of computers, telephones, copy machines, scanners, and other standard office equipment.
  • Skilled in operating an automobile, including a valid driver’s license.
  • Competent in Microsoft Office Suite and other software as needed for daily tasks.
  • Strong organizational and time-management skills, with the ability to prioritize multiple tasks effectively.
  • Excellent verbal and written communication skills for clear and professional interaction with team members, clients, and stakeholders.
  • Ability to work both independently and collaboratively in a team-oriented environment
  • Attention to Detail: Ensure accuracy and compliance in payroll, benefits, policies, and legal documentation while managing multiple priorities.
  • Strategic Planning: Anticipate future workforce and organizational needs, aligning HR initiatives with the county’s long-term goals.
  • Emotional Intelligence: Demonstrate strong interpersonal skills, including empathy, active listening, and conflict resolution, to foster a positive work environment.
  • Critical Thinking and Problem Solving: Ability to analyze complex HR, safety, and compliance issues, evaluate options, and develop effective solutions.
  • Decision-Making Under Pressure: Make timely and sound decisions in high-stakes situations, balancing employee needs with organizational priorities.
  • Adaptable to changing priorities and capable of handling high-stress situations effectively.
  • Ability to maintain confidentiality.
