PAY AND BENEFITS
Annual Pay Range: $49,014.22 - $61,927.44
Hourly Pay Range: $25.135497 - $31.757659
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Housing Authority of Clackamas County (HACC) is seeking a highly organized and service-oriented Office Specialist 2 to support our mission of providing safe, affordable housing to our community. As the first point of contact for many clients and partners, you'll play a critical role in creating a welcoming and efficient environment at our front desk and supporting the smooth day-to-day operations of our rental assistance programs.
Whether you're greeting clients, processing important documentation, or juggling mail and supply orders, your work helps ensure that thousands of families and individuals receive the support they need to thrive.
As our Office Specialist 2, you'll support HACC's front office functions by greeting and assisting walk-in clients, answering the main phone line, and managing general email communications. You'll play a central role in the day-to-day administrative operations by processing incoming and outgoing mail, maintaining digital records through FileVision, and preparing orientation packets for our various housing programs. This position is also responsible for ordering and stocking office and computer supplies, submitting maintenance and IT requests, and ensuring our lobby area is clean, organized, and informative for visitors. You'll support staff across departments, keep calendars and phone lists up to date, and assist with special projects ranging from website form updates to inspection tracking. Your organizational and communication skills will be key to your success in this multi-faceted role.
The ideal candidate is a proactive, detail-oriented professional who excels in a fast-paced office environment and enjoys being a reliable point of contact for both internal teams and the public. You bring strong organizational skills and the ability to juggle multiple priorities while maintaining a calm, customer-focused approach. You communicate clearly and professionally in person, over the phone, and in writing. This recruitment may also be used to fill an Office Specialist 1 position, which focuses primarily on providing direct front desk customer service to clients and visitors.
Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of two (2) years of experience performing administrative, clerical, or customer service-related tasks in an office environment
• Demonstrated knowledge of standard office practices and procedures
• Demonstrated proficiency with office equipment, email, spreadsheets, and document management systems
• Strong verbal and written communication skills
• Ability to work independently, manage multiple tasks, and respond professionally to a wide variety of requests
Preferred Special Qualifications/ Transferrable Skills:*
• Experience working in a government agency, nonprofit, or housing-related organization
• Familiarity with document scanning and records management tools such as FileVision
• Working knowledge of programs like Yardi or similar housing/property management software
• Prior experience managing calendars, ordering supplies, and coordinating mail systems
• Bilingual or multilingual abilities, particularly in Spanish, Russian, or Vietnamese

TYPICAL TASKS
Duties may include but are not limited to the following:
• Front Desk and Client Interaction
• Greet and assist walk-in clients and visitors
• Answer the HACC main phone line
• Manage and respond to general email and fax line communications
• Mail and Document Management
• Pick up and process incoming mail from the post office and night drop
• Prepare and send outgoing certified, UPS, and FedEx mail
• Scan and upload documents into FileVision
• Deliver bills and rent checks to Finance daily
• Handle mail responsibilities when other staff are absent
• Administrative Support and Office Operations
• Order office and computer supplies for all HACC departments
• Maintain and stock printers and copier supplies
• Update internal resources such as phone lists and emergency contact information
• Copy and restock forms and documents for staff
• Program and Data Support
• Enter Requests for Tenancy Approval (RTA) into tracking spreadsheets
• Complete Electronic Income Verification (EIV) for new program tenants
• Make orientation packets for HCV, RLRA, and S+C programs
• Facilities and Technology Coordination
• Submit work orders and service requests for maintenance, phones, and IT
• Support staff with troubleshooting office equipment and tech needs
• Manage shared calendars and lobby displays
• Maintain lobby cleanliness and public-facing materials
• Special Projects and Process Improvements
• Update forms and documents on the HACC website
• Assist the Leasing Team with scheduling and tracking inspection backlog
• Revise program forms and support special assignments as needed
WORKING CONDITIONS
Duties may include contact with individuals from varied socioeconomic groups, or individuals who are hostile and/or emotionally distressed and in need of Clackamas County services.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
