Examples of Essential Work (Illustrative Only)- Plans, directs, coordinates, and supervises the programs for acquisition, utilization, maintenance, repair, replacement, and disposal of City fleet vehicles and equipment;
- Oversees the personnel functions for the division, including analyzing divisional personnel needs, and making recommendations accordingly, including recruiting, selecting, hiring, motivating, evaluating, disciplining and terminating division personnel in accordance with established City policies and procedures;
- Provides technical and supervisory work to plan, schedule, and monitor maintenance and repair of City vehicles and equipment;
- Supervises the fuel tank storage and fuel-purchasing program including electronic monitoring;
- Supervises the waste oil and antifreeze program including spill response for City vehicles;
- Coordinates the installation of charging stations for electric City vehicles on City owned property;
- Promotes positive work attitudes within the division and maximize teamwork and cooperation by all departmental employees;
- Works with the assigned Supervisor to plan, develop, and direct the implementation of goals, objectives, policies, procedures, and work standards for all related division functions;
- Oversees the implementation of work programs designed to meet the annual and long term objectives of the Division;
- Prepares, administers, and reviews the division’s annual budget for each area of responsibility, including monitoring expenditures, maintaining related reports and records, compiling budget data, and reviewing purchase orders and expenditures for approval;
- Prepares bid specifications for vehicle and equipment purchases, and makes recommendations to appropriate City personnel for vehicle and equipment purchases;
- Manages shared fleet of City vehicles to ensure operational efficiency, which may include creation and operation of City Motor Pool;
- Evaluates the operational needs for assigned division, and makes recommendations accordingly, including recommendations for department budget allocation, employee training and development, and new equipment and tools for future procurement;
- Schedules repair and maintenance work using the City’s computerized maintenance management system;
- Creates and updates work orders and templates, maintains current and accurate data on materials, equipment and labor costs;
- Works closely with the City’s Cityworks database administrator to troubleshoot and resolve problems and continually enhance the system to improve operation efficiency and accurate cost tracking;
- Specifies, installs, and maintains computerized vehicle location and remote machine monitoring equipment to improve fleet productivity and efficiency;
- Ensures all work activities are in compliance with City codes and policies and State directives;
- Acts as a liaison between the Division and local residents, business representatives, government agencies, and other related professionals to ensure positive public relations;
- Participates in the revision of departmental operations and procedures to stay abreast of changing trends and practices in the Fleet and alternative fuel field and meet the changing needs of the City;
- Ensures all work is completed in accordance with prescribed safe work methods, including enforcing the use of appropriate safety equipment as required;
- Establishes or adjusts work procedures to meet daily job requirements according to available resources, such as available workforce and related equipment;
- Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives;
- Maintains accurate logs and records of work performed as required;
- Addresses citizens’ concerns or complaints and takes appropriate action to ensure a timely resolution or citizen satisfaction;
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees;
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
- Performs other duties consistent with the role and function of this classification.
- Bachelor’s Degree in Business Administration, Logistics, Automotive Technology, or closely related field; and
- Considerable (3-5 years) experience in fleet management and vehicle maintenance and repair, including at least two years in a supervisory capacity; or
- Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Comprehensive knowledge of advanced principles and practices of related Fleet administration, including planning, and maintenance activities;
- Comprehensive knowledge of the principles and practices of Fleet methods and materials as applied to City-wide operations;
- Comprehensive knowledge of municipal finance as applied to Fleet;
- Comprehensive knowledge of current applicable Federal, State, and local laws, rules, and regulations relating to public works programs and operations;
- Comprehensive knowledge of related work equipment used in assigned division;
- Substantial knowledge of computerized maintenance management systems;
- Ability to effectively coordinate, lead, motivate, and supervise the work of divisional personnel;
- Ability to effectively resolve employee problems in a fair and diplomatic manner;
- Ability to establish goals, objectives, and plans for the division, encompassing short, intermediate, and long term operations;
- Ability to effectively organize work, maintain organizational structure, and delegate authority;
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
- Ability to understand and follow oral and/or written policies, procedures, and instructions;
